 Good afternoon. First of All, let me extend my sincere thanks to Deputy Secretary Blinken and his staff for all the extraordinary efforts in bringing today’s dialogue to a success. I would like to welcome Vice Foreign Minister Sugiyama to the dialogue as well.

ㅇ And I would also like to take this opportunity to extend once again our appreciation to Vice President Biden for his presence and meaningful remarks at the opening session of today’s consultation.

 As we did during the previous rounds of talks, the three of us had another constructive and meaningful discussion.

ㅇ Among them, the North Korean nuclear issue, a strategic priority for the three countries, has been one of the core agenda items.

 As we have seen recently, North Korea continues to violate UN Security Council resolutions by conducting Musudan and SLBM launches. Its nuclear and missile provocations pose a serious threat to peace and security in the region.

 While strongly condemning these blatant violations of international obligations by North Korea, we have agreed to further strengthen our trilateral cooperation and policy coordination to counter these repeated provocations.

ㅇ We have agreed to take additional measures leading to tougher sanctions and further isolation of North Korea if it conducts another strategic provocation.

 In this context, we shared the need to continuously implement UN Security Council resolutions in a faithful manner with other members of the international community.

ㅇ For this purpose, we seek to actively work together to deliver to North Korea a clear, firm and united resolve of the international community at various upcoming multilateral meetings such as the ARF, EAS and the UN General Assembly.

 Furthermore, we welcomed the recent US sanctions against North Korea for human rights violations. In this vein, we will continue to take part in the international community’s efforts to address and improve human rights situations in North Korea.

 We discussed various regional issues, including the outcome of the UK referendum on Brexit. We shared the hope that uncertainties surrounding Brexit and the UK’s relationship with the EU and beyond would be stabilized as soon as possible.

 We also discussed maritime security issues in the South China Sea. As 95% of oil imports and 40% of trade of Korea pass through the South China Sea, it is a very important issue for Korea as well.

ㅇ That is why Korea has continued to stress the importance of safeguarding the freedom of navigation and overflight in the South China Sea.

ㅇ We also believe that disputes in the South China Sea should be resolved in accordance with international agreements as well as non-militarization commitments already made.

ㅇ We strongly hope, following the arbitration award issued on July 12, that the South China Sea disputes will be resolved peacefully through diplomatic efforts.

 Last but not least, we discussed various global issues, such as space, cyber, environment and the arctic.

ㅇ The Korea-US-Japan Consultation on Development Cooperation Policy held in July, as well as the Consultation on the Middle East in June is just an example where the three of us are seeking to coordinate our respective policies.

 Once again, I would like to thank Deputy Secretary Blinken and his team for hosting the very important and timely trilateral meeting here on the beautiful island of Hawaii. Thank you. End.

ㅇ 그 중에서도 북핵 문제가 3국의 전략적 최우선 순위로서 금일 논의의 핵심 의제 중 하나였습니다.

 최근 목도한 바와 같이, 북한은 무수단과 SLBM 발사를 통해 UN안보리 결의를 계속 위반하고 있습니다. 북한의 핵·미사일 도발은 역내 평화와 안전을 심각하게 위협하고 있습니다.

 우리는 북한의 노골적인 국제의무 위반을 강력히 규탄하며, 이러한 반복적 도발에 대응하기 위한 3국 협력과 정책 공조를 더욱 강화해나가기로 하였습니다.

ㅇ 우리는 북한이 다시 전략 도발을 감행할 경우 보다 강력한 제재와 고립으을 위한 추가적인 조치를 취하기로 하였습니다.

 이러한 맥락에서, 우리는 국제사회의 다른 구성원들과 함께 안보리 결의를 계속 충실히 이행해 나갈 필요성에 공감하였습니다.

ㅇ 이를 위해, 우리는 ARF, EAS, UN 총회 등 하반기 일련의 다자회의 계기에 국제사회의 분명하고 단호하며 단합된 의지를 북한에게 전달하기 위해 적극 협력해 나가기로 하였습니다.

 나아가, 우리는 최근 미국의 대북 인권 제재를 평가하고, 동 맥락에서 우리는 향후에도 북한 인권 문제 논의 및 개선을 위한 국제사회의 노력에 적극 동참해 나가기로 하였습니다.


(지역안보)

 우리는 ‘브렉시트’ 관련 영국 국민투표 결과를 포함, 다양한 지역 문제에 대해 논의하였습니다. 우리는 ‘브렉시트’와 관련한 불확실성 및 영국의 대 EU 및 그 이원과의 관계가 가급적 빠른 시일 내에 안정화되기를 기대 하였습니다.

 우리는 또한 남중국해서의 해양 안보 문제에 대해 논의하였습니다. 한국 전체 원유 수입의 95% 및 교역의 40%가 남중국해를 통하여 이루어지고 있는 만큼, 동 문제는 한국에게도 매우 중요합니다.

ㅇ 이에 따라 한국은 그간 남중국해에서의 항행과 상공비행의 자유 보장의 중요성에 대해 지속적으로 강조해 왔습니다.

ㅇ 우리는 또한 남중국해 분쟁이 국제적인 합의와 기존의 비군사화 공약에 따라 해결되어야 한다고 믿고 있습니다.

ㅇ 7월 12일 발표된 중재재판 판결을 계기로, 우리는 남중국해 문제가 외교적 노력에 따라 평화적으로 해결되기를 희망합니다.

 마지막으로, 우리는 우주, 사이버, 환경, 북극 등 다양한 글로벌 현안들에 대해 논의하였습니다.

ㅇ 7월에 개최된 한미일 개발정책협의회와 6월에 개최된 한미일 중동정책협의회는 3국이 각국의 정책과 지원 사업에 있어 협력과 공조를 모색하는 사례의 일부분입니다.

 마지막으로, 금번 아름다운 하와이에서 시의적절하고 중요한 협의회를 주최한 블링큰 부장관과 미국측에 다시 한 번 감사드립니다. 끝.
