1. The Ministry of Foreign Affairs will hold the “2018 FEALAC Youth Summit” from August 27 till 30. It will be attended by 72 undergraduate or graduate students (37 Korean students, and 35 students from other FEALAC member states) from 36 member states of the Forum for East Asia-Latin America Cooperation (FEALAC).

o The upcoming event, one of the ROK’s national projects in FEALAC, will be held under the theme “Exploring for a New Partnership between East Asia and Latin America in the Era of Fourth Industrial Revolution.” At the event, participants will discuss in detail ways to increase cooperation in public diplomacy and economic affairs.

The Forum for East Asia-Latin America Cooperation (FEALAC), the only intergovernmental multilateral consultative forum between East Asia (16 countries) and Latin America (20 countries), was created in 1999 to promote mutual understanding, friendship and cooperation.

- The ROK hosted the FEALAC Cyber Secretariat in 2011 to complement the forum’s structural weakness that it had no permanent secretariat, and has been contributing to the development of FEALAC, including by serving as Regional Coordinator (2015-2017); hosting the 8th Foreign Ministers’ meeting (August 2017, Busan); and playing a leading role in establishing the FEALAC Trust Fund, and serving as chair of its Steering Committee.

2. Two students -- one from the ROK, and one from other FEALAC member country -- will form one team representing one FEALAC member country, and conduct all tasks together, including writing a short paper, special lectures, a workshop and group presentations, and a mock FEALAC meeting.

o The students will create an outcome document that can be presented to FEALAC after participating in a range of activities, including group discussions, expert feedback, and a mock international conference, based on prior research on various cooperation areas of interest, such as education, sustainable development goals (SDGs), agriculture, tourism, people-to-people exchanges, investment, and ICT.

3. In addition, the participants will have an opportunity to experience in person the ROK’s past and present, and various Korean cultures, such as the future of Hallyu (Korean Wave) in the era of the Fourth Industrial Revolution, through cultural activities, including visiting Deoksugung Palace, N Seoul Tower, and MBC World.

o The event will also offer the participants an opportunity to communicate with diplomats from diplomatic missions of FEALAC member countries in the ROK to help them see and feel how diplomacy is practiced firsthand.

4. The upcoming FEALAC Youth Summit will serve as a forum for young people from 36 countries representing East Asia and Latin America to think together about ways to further enhance cooperation between the two regions. It is expected to not only boost youth exchanges and strengthen networks between the regions, but also provide future generations with an opportunity to better understand the regions FEALAC members are located in, and cooperation in FEALAC.

5. By carrying out a range of cooperation projects, the Foreign Ministry will increase communications and exchanges between East Asia and Latin America, and continue to play an active role to elevate cooperation in FEALAC to a higher level.
