Vice Foreign Minister Cho to Attend 5th Global Conference on Cyber Space in India

1. Vice Foreign Minister Cho Hyun, in his capacity as head delegate from the Republic of Korea government, will attend “the fifth Global Conference on Cyberspace (GCCS)” in New Delhi, India, on November 23 and 24.

※ The GCCS seeks to develop international action agenda for building an open and safe cyberspace and to promote international cooperation in that regard. First held in London in 2011, it took place in Budapest in 2012, in Seoul in 2013, and in The Hague in 2015, growing into the largest international meeting on cyber matters.

※ The ROK’s interagency delegation to the GCCS in India will be comprised of officials from such government agencies as the Ministry of Foreign Affairs, the Ministry of Science and ICT, the Ministry of National Defense, and the Korea Communications Commission.

2. The GCCS 2017 themed ““Cyber for All: A Secure and Inclusive Cyberspace for Sustainable Development” will extensively cover key cyber issues, including “Cyber for Growth”; “Cyber for Digital Inclusion”; “Cyber for Security”; and “Cyber for Diplomacy.” It will bring together some 2,000 people, including delegates from 100-odd countries as well as international organizations, enterprises, civil societies and academic circles.

3. In session on “Cyber for Diplomacy,” Vice Minister Cho will deliver a speech, in which he will stress that cross-border cyber threats in the present, fourth industrial revolution era constitute not only a technical but a diplomatic issue and will propose that the international community work together mainly to forge solid partnerships; take confidence-building measures; build capacity of developing countries; and set international norms. He will also underscore the need for the international community to respond jointly to cyber threats from North Korea.

4. The ROK, the host of the Seoul GCCS in 2013 and one of the GCCS’ key players, -- the hosts of the previous and upcoming rounds of the GCCS (the ROK, the UK, Hungary, the Netherlands and India) and the US -- took part in the efforts to prepare for the event. It plans to use the forthcoming GCCS as an opportunity to solidify its international leadership in cyber affairs.
