International Civil Aviation Organization (ICAO) Council Condemns North Korea’s Missile Provocations Threatening Safety of International Civil Aviation

1. The International Civil Aviation Organization (ICAO) adopted a decision, in which it condemned North Korea’s repeated missile launches, at its Council’s 212th session, held in Montreal, Canada, on October 6, local time.

o In its decision, the ICAO Council strongly condemned the launching of missiles by North Korea without advance notification, which is seriously threatening the safety of international civil aviation, and affirmed that North Korea’s missile launches violate UN Security Council resolutions.

o The ICAO Council also had the President of the Council immediately notify North Korea’s related authorities of the decision in writing, and the ICAO Secretary General notify all member states of the decision and continue to monitor North Korea’s compliance with ICAO’s conventions and annexes.

2. It is the first time in the history of ICAO (established in 1947) that a decision on North Korea’s missiles has been adopted at the Council. This is seen to show the international community’s firm determination that it will not tolerate North Korea’s violation of international regulations.
