The 2nd Korea-Japan-China Cyber Policy Consultation

1. The 2nd Korea-Japan-China Cyber Policy Consultation was held on 15th October at the Ministry of Foreign Affairs of Republic of Korea. Mr. Choi Sung-joo, Ambassador at Large of Republic of Korea, Makita Shimokawa, Ambassador in charge of Cyber policy of Japan, and Wu Haitao, Coordinator for Cyber Affairs of the People’s Republic of China, attended the consultation as heads of their respective delegations.

2. Three parties had in-depth discussions on various cyber issues including cyber strategies and policies, international norms and CBMs in cyberspace and possible areas of trilateral cooperation.

3. Three parties welcomed the consensus report adopted in July 2015 by the UN Group of Governmental Experts(GGE) in the Field of Information and Telecommunications in the Context of International Security, which addresses rules and norms of state behavior, application of international laws, confidence building and capacity building in cyberspace.

4. Three parties took note that the annual Trilateral CERTS Meeting for Cybersecurity Incident Response and incident handling collaboration have contributed to strengthening trilateral cooperation in the field of cyber incident response.

5. Three parties also appreciated that progress has been made in the cooperation among law-enforcement agencies of the three countries, in particular, through the establishment of Cybercrime Directors Workshop involving China, Korea, Japan and Hongkong SAR, which held its first meeting this year.

6. Three parties shared the view that strengthening cooperation in responding to the cyber threats against critical infrastructures is crucial. In this regard, they agreed to explore areas of possible cooperation.

7. Three parties reaffirmed the agreement to continue Trilateral Cyber Policy Consultation which was made by three Foreign Ministers last March and agreed to hold the 3rd Trilateral Cyber Policy Consultation next year in Japan.
