Outcomes of the Korea-Rwanda Foreign Ministers' Talks

1. On October 26, Minister Ban Ki-moon held the Korea-Rwanda Foreign Ministers' Talks with Minister of 
Foreign Affairs and Cooperation of the Republic of Rwanda, Charles Murigande, who is on his official visit to 
Korea from October 24 to 28.  The two ministers discussed various issues of mutual concern, including 
ways to enhance substantial cooperation between the two countries and bilateral cooperation in the 
international arena.  

2. Minister Ban took this opportunity to note how Rwanda has become a model country of Africa by 
overcoming many difficulties from the internal war of 1994, achieving political stability through its policy of 
reconciliation and strenuous efforts for economic growth and reconstruction, and recording a 9% economic 
growth rate.  Minister Murigande said Rwanda hopes to benchmark Korea's economic development, and 
asked for further enhancement of mutually beneficial cooperation, including sharing of Korea's experiences 
in economic development.  In response, Minister Ban said he will endeavor for gradual expansion of Korea's 
assistance to Rwanda. 

3. The two ministers agreed to conclude an agreement on investment guarantee at an early date, in efforts 
to provide an institutional foundation for strengthening of substantial economic cooperation between the 
two countries, and signed the Economic, Scientific and Technological Cooperation Agreement and the 
Agreement on Korea Overseas Volunteers Program just after the talks. 

4. Regarding cooperation in the international arena, the two ministers noted with satisfaction that the two 
countries maintain close cooperative ties in the international arena.  In particular, Minister Murigande 
expressed Rwanda's support for the ROK's bid to become a non-permanent member of the UN Security 
Council for the term of 2007-2008. 

5. Minister Murigande's itinerary in Korea also includes the following:   courtesy call on the Speaker of the 
National Assembly (Oct. 25) and the Prime Minister (Oct. 26); special lecture at Hankuk University of Foreign 
Studies (Oct. 27); visits to industrial sites (Oct. 27) and research-development organizations (Oct. 28).
