ROK, Together with U.S. and Indonesia, to Host “ASEAN Workshop Series on Aviation Security” to Strengthen ASEAN’s Security Capacity

1. The Ministry of Foreign Affairs, together with the United States Department of State and the National Counter Terrorism Agency of the Republic of Indonesia, is co-hosting the “ASEAN Workshop Series on Aviation Security in the Time of COVID-19” to strengthen capacities of ASEAN’s aviation security experts. The workshop will take place twice starting with the 1st workshop on November 9.

 

1st Workshop: November 9 to 10, 2nd Workshop: November 17 to 18

 

° This workshop is an example of the trilateral cooperation with ASEAN by expanding the horizon of cooperation between Korea and the U.S. as part of a follow-up measure to the ROK-U.S. Summit on May 21.

 

At the ROK-U.S. Summit on May 21, the leaders of the two countries agreed to cooperate to link the ‘New Southern Policy’ of Korea with the free and open ‘Indo-Pacific Initiative’ of the United States.

 

2. Deputy Director-General for International Organizations Park Jang-ho, in his opening remarks, will note how COVID-19 has made aviation security cooperation even more important to tackle terrorist travel and air cargo threats, and will stress that the Korean government will continue to deepen cooperation with ASEAN to respond to various security threats in line with the ‘New Southern Policy.’*

 

* The ‘New Southern Policy Plus’ was announced at the 21st ROK-ASEAN Summit on November 12, 2020, including ‘Transnational Cooperation for the Fostering of Safety and Peace’ among the 7 initiatives.

 

Opening remarks will be delivered on the U.S. side by Jung H. Pak, Deputy Assistant Secretary of the Department of State, and Richard Prosen, Deputy Director of the Department of State, and on the Indonesian side by Andhika Chrisnayudhanto, Deputy for International Cooperation of the National Counter Terrorism Agency.

 

° Experts not only from both Korea and the U.S, but also from international organizations such as the UN OCT (Office of Counter-Terrorism) and ICAO will participate in the 1st workshop to share the international community’s aviation security expertise and know-how with about 60 aviation experts from ASEAN Member States.

 

Under the theme of ‘Watchlisting,’ the 1st workshop will discuss ‘Introduction to Watchlists and the Mandates in the United Nations Security Council Resolution 2396,’ ‘Developing Strategy,’ ‘Use, Access, and Implementation,’ ‘Maintenance and Redress,’ etc.

 

° In addition, the second workshop to be held from November 17 to 18 will seek cooperation for creating ‘Culture of Security’ and will discuss ‘Insider Threat Overview,’ ‘Aviation Employee Screening and Access Control,’ ‘Threats and Challenges Overview in Cargo Security,’ and ‘Detection Measures for Cargo Screening’ under the theme of ‘Insider Threat and Cargo Security.’

 

3. This workshop is seen to have led to tangible results in trilateral cooperation among Korea and the U.S. and Indonesia, chair of anti-terrorism in ASEAN. The Ministry of Foreign Affairs of the Republic of Korea will continue to actively lead efforts for peace and stability in the international community.
