Good Afternoon.
I am Park Jin - the Foreign Minister of the Republic of Korea.
Your Excellency Mr. Park Heong-joon
Mayor of Busan Metropolitan City,
Descendants of the Korean War veterans,
Distinguished members of the Diplomatic Corps,
Ladies and Gentlemen,
It is a honor to stand with you on this meaningful day
to commemorate the founding and significance
of the United Nations.
I would like to first take this opportunity to thank
the city of Busan and the United Nations Memorial Cemetery
for celebrating the “UN Day” every year.
I pay special respect and gratitude to
the veterans of the United Nations forces
who gave their lives for the peace and freedom
of the Republic of Korea.
Today marks the 78th anniversary
of the founding of the United Nations
through the efforts of pioneers to
avoid repeating the tragedy of war.
This year also marks the 70th anniversary
of the Korean War armistice agreement.
The United Nations was established
with the aspiration of humanity for world peace.
And the Republic of Korea iis the place where
the UN’s efforts for peace have been symbolically implemented.
In 1948, right after its founding in 1945,
the United Nations recognized the Republic of Korea
as the sole legitimate government on the Korean Peninsula.
And immediately upon the outbreak
of the Korean War in 1950,
the United Nations dispatched over 1.95 million solidierss
to defend the freedom of the Republic of Korea.
Busan, where the United Nations Memorial Cemetery is located, was the last bastion that protected the Republic of Korea
from the invasion of the Communist forces
during the Korean War.
Thanks to the support of the United Nations forces,
we were able to miraculously defend ourselves
and safeguard freedom.
My parents also met and married in Busan
during the Korean War while seeking refuge.
And I was born in Seoul after the armistice.
In other words, if it weren’t for Busan, I would no be here today.
Owing to the sacrifice and dedication of the veterans,
Korea rapidly rose from the ashes of war
to become the only country to achieve liberal democracy and a market economy in a short period of time.
Korea has now become a proud country with the status and national power of the world’s top eight countries,
standing shoulder to shoulder with G7 countries.
I remember studying with textbooks provided by UNESCO during elementary school.
Korea, a nation that once received assistance from the UN,
has now become the 9th largest contributor
to the UN’s regular budget.
We became the country that produced
UN Secretary-General Ban Ki-moon.
Korea enjoys global recognition for
K-Pop groups such as BTS and Blackpink and K-dramas.
With our heightened global status and national power,
our roles and responsibilities grew at the same time.
Excellencies,
Ladies and Gentlemen,
The Yoon Seok Yeol administration‘s vision
to become a Global Pivotal State
contributing to freedom, peace, and prosperity,
is a commitment and a historic calling
to not ignore global challenges
and to play a role commensurate with our status and national power.
As President Yoon Seok Yeol addressed
at the UN General Assembly last September,
Korea seeks to contribute responsibly
to the international community
with the goal “to promote social progress and better standards of life in larger freedom” as championed in the UN Charter.
Just as our country has received help from the international community, including the UN, in the past,
we will extend a helping hand to nations
experiencing various challenges around the world.
In this regard, we allocated approximately
6.5 trillion won for the government's Official Development Assistance(ODA) budget for next year,
which is an increase of about 2 trillion won
compared to this year.
From January 1st next year, our third term
as a member of the UN Security Council will begin.
We will play a responsible role to promote
global peace and security.
I believe this is a genuine way to give back
for the noble sacrifice of the veterans
who gave their very lives for our freedom and peace.
Once again, I express my deep appreciation
to the veterans and their descendants,
and the distinguished guests who have graced this occasion
with their presence.
To ensure that the sacrifice of the veterans is not in vain,
I, as Foreign Minister,
will also make further efforts
to build a proud Republic of Korea.
