ROK and India Hold 4th Dialogue on Disarmament and Non-Proliferation

1. Mr. Youn Jong Kwon, Director-General for Nonproliferation and Nuclear Affairs, and Ms. Muanpuii Saiawi, Joint Secretary for Disarmament and International Security at the Ministry of External Affairs of India, held the fourth Dialogue on Disarmament and Non-Proliferation on April 26, 2024, in Seoul.


2. During the Dialogue, the two sides discussed a range of global and regional disarmament and non-proliferation challenges, including the nuclear and missile programs of the Democratic People's Republic of Korea and the implementation of United Nations Security Council sanctions against the DPRK. The two sides also exchanged views on challenges and opportunities posed by emerging security issues, such as those related to artificial intelligence (AI) and space.


3. Particularly, the ROK highlighted the importance of international efforts to formulate norms for the responsible use of military AI. In this vein, the ROK presented its plan to host the second Responsible AI in the Military Domain (REAIM) Summit on September 9-10, 2024, in Seoul and requested India's active interest and participation.


4. The two sides affirmed that this Dialogue, which was held in two years since the third of its kind, exemplifies the strengthening of the Special Strategic Partnership between the ROK and India. They agreed to continue their engagement in multilateral fora on disarmament and non-proliferation, including the First Committee of the United Nations General Assembly.
