1. Ambassador for climate and environment Cho Hong Sik will attend, as the special presidential envoy, the World Climate Action Summit (WCAS) of the 28th session of the Conference of the Parties (COP28) to the UN Framework Convention on Climate Change (UNFCCC), which will be held in Dubai, the United Arab Emirates, from December 1 to 2, 2023.

2. The Summit will be attended by King Charles III of the United Kingdom and high-ranking officials from around 140 countries, including France, Germany, Pakistan, and Vietnam. At COP28, the outcomes of the first-ever Global Stocktake since the adoption of the Paris Agreement will be announced. The World Climate Action Summit, to be held at the beginning of COP28, is expected to be an opportunity to gather global leaders’ political will for climate action and the implementation of the Paris Agreement.

3. At the COP28 World Climate Action Summit, Special Presidential Envoy Cho will introduce Korea's efforts to achieve carbon neutrality to overcome the climate crisis, and express Korea's commitment to serving as a "green ladder” to bridge the gap in climate action between the developed and developing countries. In addition, he will introduce the Carbon Free Alliance, launched in October to accelerate the global transition to clean energy by promoting the use of carbon-free energy, and seek the international community's support for the Alliance.

4. Special Presidential Envoy Cho will also attend side events to be held on the occasion of the COP28 World Climate Action Summit, including the Green Shipping Challenge summit-level event and the official launch event of the Climate Club, and express Korea's commitment to contributing to the global efforts for decarbonization in the shipping and industrial sectors.
