1. Minister of Foreign Affairs Park Jin met with U.S. Secretary of State Antony J. Blinken and Japan’s Minister for Foreign Affairs Kamikawa Yoko on November 14 at 11:40-12:40 on the occasion of the APEC Ministerial Meeting (Nov. 14-15) being held in San Francisco, the U.S., and discussed ways to enhance Korea-U.S.-Japan cooperation and key regional and global issues.

2. The Korea-U.S.-Japan foreign ministers’ meeting marked the sixth since the launch of the current Korean government, and came about two months after the last one held on the sidelines of the UN General Assembly session in September.

3. The three sides shared the view that the Korea-U.S.-Japan Summit held at Camp David in the U.S. in August served as a historic turning point in trilateral cooperation, and appreciated that the institutionalization of trilateral cooperation and various follow-up measures are being implemented in a prompt manner under close cooperation among the three countries.

4. The three sides took note of the strengthening of trilateral security cooperation to more effectively respond to the North Korean nuclear and missile threats. They also welcomed the establishment of a trilateral high-level cyber consultation group on countering North Korea’s cyber threats, and agreed to further strengthen the trilateral cooperation in blocking North Korea’s illicit cyber activities that fund its nuclear and missile programs.

5. The three sides reemphasized that military cooperation between Russia and North Korea poses a serious threat to peace and stability on the Korean Peninsula as well as across the globe and stated that they will continue to respond to this issue with the international community based on close trilateral coordination. Foreign Minister Park expressed concern over the forcible repatriation of North Korean defectors and emphasized the Korean government's resolute position on the issue. The three sides also reaffirmed their commitment to strengthen the cooperation in promoting human rights in North Korea, and agreed to accelerate relevant cooperation, including joint efforts at the UN Security Council next year.

6. Regarding the current situation in the Middle East, the three sides condemned Hamas’ attack on Israel on October 7 and called for the prompt release of hostages. They also emphasized the need for full compliance with international law to protect civilians and committed to making active efforts to resolve the humanitarian crisis.

7. The three sides stated that trilateral cooperation in economic security, including the stabilization of supply chains, and the high-tech sector is important for co-prosperity of the three countries, and committed to continue expanding and strengthening cooperation in the fields. Foreign Minister Park appreciated the resumption of the Korea-U.S.-Japan Trilateral Dialogue on Space Security last week, and hoped that the first Korea-U.S.-Japan Global Leadership Youth Summit to be held in Busan in July next year would proceed smoothly under close cooperation among the three countries.

8. The three sides exchanged views on key regional and global issues, including the situation in Ukraine, and agreed to continue to work more closely together to respond to various regional and global challenges, including the North Korean issue, as the three countries will serve on the United Nations Security Council together from next year.
