The 6th ROK-U.S. Cyber Consultation

1. The 6th ROK-U.S. Cyber Dialogue took place in Washington D.C. on December 12. The Dialogue, held four years after the 5th Dialogue, was chaired by ROK Ambassador for International Security Affairs, Cho Hyunwoo, and U.S. Ambassador at Large for Cyberspace and Digital Policy, Nathaniel Fick and attended by a total of about 40 officials from diplomatic, defense, information, science and technology, and law enforcement and investigative authorities. 

※ Participants from the ROK side are officials from the Ministry of Foreign Affairs, National Security Office, Ministry of National Defense, National Intelligence Service, Supreme Prosecutors’ Office, Korean National Police Agency and Korea Internet & Security Agency.

※ Participants from the U.S. side are officials from the Department of State, National Security Council (NSC)/ Office of the National Cyber Director (ONCD), Department of Defense, Department of Homeland Security/Cybersecurity and Infrastructure Security Agency (CISA), Department of the Treasury and Federal Bureau of Investigation (FBI). 

2. Both sides assessed that there have been many changes in the international cybersecurity environment over the past four years, and shared the cybersecurity policies of the each respective government to respond to these changes. 

o Meanwhile, as a follow-up to the joint statement of the ROK-U.S. Summit in May, both sides reviewed the status of bilateral cooperation on various cyber issues such as △protection and resilience of critical and defense infrastructure, △bilateral cooperation in the investigation into cybercrimes, response to data and technology theft, personnel exchanges and joint research among relevant ministries, and joint cyber exercises, and △cooperation in the United Nations and the Indo-Pacific region, and also discussed plans to strengthen cooperation in the future. 

3. Both sides agreed to expand cooperation in R&D in cybersecurity-related technologies such as cyber threat detection technologies for critical infrastructures, and come up with joint research areas on cybersecurity through personnel exchanges, including between the Korea Internet & Security Agency (KISA) and the National Institute of Standards and Technology (NIST). They also agreed to continue discussing detailed plans for the ROK-U.S. Bilateral Cyber Exercise. 

o Both sides also held an in-depth discussion on the possible threats posed by the DPRK’s data and technology theft for its development of nuclear weapons and missiles through malicious cyber activities, and decided to consult closely to cooperate on policy-related matter to respond to the threats. 

4. The two countries will continue to hold discussions to set up a comprehensive framework that includes the policy directions of bilateral cyber cooperation and the key areas of cooperation on the occasion of the 70th anniversary of the ROK-U.S. alliance next year.
