MOFA Spokesperson’s Commentary on State of Conservation Report on Implementation of Follow-up Measures concerning Inscription of Sites of Japan's Meiji Industrial Revolution on World Heritage List

1. Regarding the State of Conservation Report on the implementation of follow-up measures concerning the inscription of the Sites of Japan's Meiji Industrial Revolution uploaded on the website of UNESCO World Heritage Centre on December 12, the government of the Republic of Korea expresses its regret over the fact that the World Heritage Committee's repeated decisions and the follow-up measures* promised by Japan are not being faithfully implemented. 

* ①measures that allow an understanding that there were a large number of Koreans and others who were brought against their will and forced to work under harsh conditions in the 1940s at some of the sites ②measures to remember the victims such as the establishment of information center


2. The government of the Republic of Korea again urges Japan to fully take into account the conclusions* of the UNESCO-ICOMOS mission report and faithfully implement the follow-up measures that Japan promised to the international community, in accordance with the Decision adopted at the 44th session of the World Heritage Committee in July last year. 

* ①insufficient description of the period after 1910 as part of the full history of each site ②insufficient interpretive measures to understand that Koreans and others were brought against their will and forced to work ③no display that serves the purpose of remembering the victims ④the interpretation strategy for the period after 1910 falling short of international best practice ⑤the future dialogue with concerned parties should be pursued.
