The Fourth Trilateral High-Level Dialogue on the Arctic, Busan, June 25-26, 2019

1. The Fourth Trilateral High-Level Dialogue on the Arctic was held in Busan, Korea on June 25-26. Mr. Park Heung kyeong, Ambassador for Arctic Affairs of the Ministry of Foreign Affairs of the Republic of Korea, Mr. Yamamoto Eiji, Ambassador in charge of Arctic Affairs of the Ministry of Foreign Affairs of Japan, and Mr. Gao Feng, Special Representative for Arctic Affairs of the Ministry of Foreign Affairs of the People’s Republic of China, convened as Heads of Delegation (HoDs).

2. The three HoDs welcomed that the Trilateral High-Level Dialogue continued to be held as a platform to discuss Arctic issues among the Republic of Korea, Japan and the People’s Republic of China since its launch in 2016, and reaffirmed their commitment to the trilateral cooperation on the Arctic as endorsed in the Joint Declaration of the Seventh Trilateral Summit on May 9, 2018.

3. Recognizing the challenges we face in the Arctic, the three HoDs shared each country’s Arctic policies and recent activities in the international fora. The three HoDs reconfirmed the three countries’ commitment to contribute to the work of the Arctic Council and encouraged continued engagement with Arctic related international events.

4. The three HoDs held a stock taking session to review the progress made through this Dialogue among the three countries and discussed how to further improve the process. The three countries reaffirmed the importance of addressing common challenges over the Arctic.

5. A Trilateral Arctic Expert Group (TAEG) meeting was held and recent developments, activities and relavant Arctic issues discussed within the TAEG were briefed to the HoDs. Potential areas of cooperation were presented by the three countries, respectively. The three HoDs appreciated that meaningful discussions were held among experts in connection with the Dialogue.


6. The Fifth Trilateral High-Level Dialogue on the Arctic will be held in Japan. The timing will be coordinated through diplomatic channels among the three countries.
