1. 2nd Vice Foreign Minister Shin Kak-soo met with Alvaro Garcia, Uruguayan Economy Minister visiting 
Korea to attend the High-Level Forum on Korea-LAC (Latin America and Caribbean) Partnership, on 
November 12 to discuss issues of mutual interest.

2. After noting with satisfaction rapid progress in bilateral relations since President Vásquez’ visit to 
Korea in September 2008, Vice Minister Shin and Minister Garcia recognized the need for an early 
conclusion of a double-taxation avoidance agreement, on which consultations are underway, in 
addition to the already-concluded agreement on investment guarantee, and agreed to make joint 
efforts toward it.

3. Vice Minister Shin requested the Uruguayan government’s interest in and support for POSCO, Insung 
Inc., Kia Motors do Brasil and other Korean firms operating in the country as well as Uruguay’s participation 
in the Expo 2012 Yeosu.

4. Minister Garcia had a meeting with Koh Jung-sik, Commissioner of the Korean Intellectual Property 
Office, during which the two sides signed an agreement on cooperation between the Korean Intellectual 
Property Office and Uruguay’s National Agency for Research and Innovation. With the conclusion of the 
said agreement, Korea and Uruguay are expected to see bolstered exchange of patent information and 
cooperation in informatization and in education sector.
