1. The Government of the Republic of Korea recognized the newly-independent Democratic Republic of East
Timor, and established ambassadorial-level diplomatic relations with the Government of the Democratic
Republic of East Timor, which advocates the cause of democracy and market economy, on May 20, 2002, to
develop friendly and cooperative relations between the two countries in all areas including economy and
trade, politics, society, and culture.
2. President Kim Dae-jung telegrammed a congratulatory message on the independence of East Timor to
President Xanana Gusmao, and sent former Prime Minister Lee Hong-koo as Special Envoy to the
independence ceremony of East Timor. During the visit, Special Envoy Lee signed the protocol on the
establishment of diplomatic relations between the ROK and East Timor on May 20, 2002.
3. The Government of the Republic of Korea has been contributing to the independence of East Timor by
dispatching peace keeping forces for the recovery of peace and stability in East Timor and scrutineers and
referees of voting for the resident vote and vote for the constituent assembly, as well as extending
humanitarian assistance and support for the reconstruction and development of East Timor.
4. The establishment of diplomatic relations with the Democratic Republic of East Timor is expected to
provide a foundation for further strengthening of friendly and cooperative relations with East Timor.
