1. On January 18, 2001, the Minister of Foreign Affairs of the Republic of Korea, Joung-binn Lee, and the
United States Charge d'Affaires ad interim, Evans Revere, officially signed the revised Status of Forces
Agreement (SOFA) at the Ministry of Foreign Affairs and Trade. The revised SOFA will take effect one month
from the date the ROK side notifies the US side that ROK domestic procedures have been completed.
2. Both governments expressed the mutual understanding that this SOFA revision satisfactorily reflects both
nations' interests in a wide range of fields, including criminal jurisdiction, environment, labor, quarantine
regulations, facilities and areas non-appropriated fund facilities, and civil proceedings. This revision is the
result of full cooperation from both governments carried out with a spirit of mutual respect and friendship,
fully reflecting the desires of both nations' leaders and their people for long-term development between the
two countries, and it is believed to be a refletion of US-ROK relations, which are developing in a mature and
balanced manner.
3. With the revision of the SOFA, both governments will seek to prevent any problems and to solve any
issues in a smooth manner by strengthening their cooperation through the harmonious operation of the
SOFA. Both govenments are confident that with this revision, the friendship of the people of the two
countries will be further promoted and the security alliance will grow stronger in the long term, as it
contributes to maintaining a stable environment for US troops stationed in the ROK.
