1. The 2nd Korea-South Africa Policy Consultative Meeting was held in Seoul from June 14 to 15, 2004.
The delegations of the Republic of Korea and the Republic of South Africa were headed by Director-General
of the Middle East and African Affairs Bureau, MOFAT, Lee Kwang-jae, and Deputy Director-General of the
Department of Foreign Affairs, Sooklal, respectively, and consisted of officials of related ministries of the two
countries.
2. The South African side expressed its strong determination to promote substantial cooperation with the
ROK by dispatching a large-scale, 19-member, delegation consisted of related officials of Department of
Foreign Affairs, Department of Trade and Industry, Department of Communications, and Department of
Minerals and Energy Affairs to this meeting. The ROK side organized a 17-member delegation consisted of
officials of Ministry of Foreign Affairs and Trade, Ministry of Information and Communication, Ministry of
Commerce, Industry and Energy, Ministry of Science and Technology, and Ministry of Culture and Tourism.
The two sides shared in-depth discussions on regional situations, bilateral cooperation in the international
arena, and ways to promote bilateral cooperation in various areas of interest such as trade and investment,
communication, and resource and energy.
3. On June 14, the two sides discussed ways to promote substantial cooperation at 3 Working Group
Meetings on the following areas: trade and investment (chaired by Ministry of Foreign Affairs and Trade);
communication (chaired by Ministry of Information and Communication); and mineral resources, energy and
nuclear energy (chaired by Ministry of Commerce, Industry and Energy and Ministry of Science and
Technology).
4. At the Plenary Meeting on June 15, the two sides expanded mutual understanding in each other by
providing explanations on regional situations on the Korean Peninsula and in Africa. The South African side
affirmed its positive position on cooperating with the ROK in the international arena such as at the UN and
the ICAO. In addition, the two sides agreed that the bilateral policy consultative meeting should be held
annually, and agreed to hold the next meeting in South Africa next year.
5. The two sides took this opportunity to share their views and in-depth discussions on the need to
strengthen substantial cooperation between the two countries in a wide scope of areas such as trade and
investment, sports, information and communication, energy and resource, and nuclear energy. The two
sides also agreed on regularization and institutionalization of the cooperative channel between the two
countries.
6. South Africa is the leader of economic integration in southern Africa as it took the initiative at the SADC
and SACU, and is significantly contributing to peace and stability in the African region including DR Congo
and Brundi. The ROK government will continue its efforts to strengthen friendly and cooperative ties with
South Africa.
