Outcome of the 10th Korea-Japan-China Trilateral Foreign Ministers’ Meeting

1. The tenth Korea-Japan-China Trilateral Foreign Ministers’ Meeting was held in Busan on November 26, 2023, at 15:00-16:30. The meeting was chaired by Minister of Foreign Affairs Park Jin and attended by Minister for Foreign Affairs of Japan Kamikawa Yoko and member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Minister of Foreign Affairs of the People's Republic of China Wang Yi.

 

2. In the meeting held more than four years after the last meeting in August 2019, the three Foreign Ministers agreed to swiftly restore and put back on track trilateral cooperation which has been stagnant due to various conditions, including COVID-19.

 

3. The three Ministers agreed to make more efforts in institutionalizing trilateral cooperation to ensure its stable and continuous development. To this end, they reaffirmed consensus on holding a trilateral summit, the pinnacle of trilateral cooperation, at the earliest convenient time, and agreed to expedite preparations for the upcoming summit. They also agreed to continue efforts to hold a summit on a regular basis and to facilitate more than 70 trilateral consultative mechanisms.

 

4. The three Ministers agreed to deepen substantive cooperation among the three countries to ensure that trilateral cooperation brings tangible benefits to the people of the three countries. To this end, the three sides agreed to pursue various cooperative projects that bring real benefits to the people, mainly in six areas -- people-to-people exchanges; science and technology and digital transition; sustainable development and climate change; health and aging population; economy and trade; and peace and security. Particularly, Foreign Minister Park stressed the importance of exchange programs among future generations to establish a long-term foundation for trilateral cooperation, and proposed developing the ongoing youth exchange programs among the three countries into a signature area of trilateral cooperation. The Japanese and Chinese Foreign Ministers agreed on the proposal.

 

5. In addition, the three Ministers agreed to expand the scope of trilateral cooperation to ensure that the benefits of trilateral cooperation extend beyond the three countries and contribute to peace and prosperity in the region. In particular, the three Ministers appreciated the joint research and the afforestation project to combat desertification in Mongolia that is currently being pursued collaboratively by relevant authorities of the three countries and Mongolia to reduce damage from dust and sandstorm. They committed to continuing close cooperation for the smooth implementation of the project.

 

6. The three Foreign Ministers also had extensive discussions on regional and global affairs. Foreign Minister Park pointed out that North Korea’s provocations and nuclear weapons development, including so-called “military reconnaissance satellite” and ballistic missile launches, pose the biggest threat to regional peace and stability. He also stated that the Korean government will closely cooperate with the international community, including Japan and China, to create a denuclearlized, peaceful, and prosperous Korean Peninsula. The three Foreign Ministers agreed to maintain communications at various levels to resolve the North Korean nuclear issue.

 

7. The three Ministers discussed ways to cooperate at ASEAN, G20, and APEC, and exchanged views on a range of global issues, including climate change, cybersecurity, the situation in Ukraine, and the situation in the Middle East. They also explored possible cooperation among the three countries in responding to global issues, and agreed to continue close communication and cooperation.

 

8. Regarding the vote to select the host city for the World Expo 2030 that will be held two days later, Foreign Minister Park once again requested the support of Japan and China for Busan’s bid to host the World Expo.

 

9. The Korean government, as chair of the 9th Korea-Japan-China Trilateral Summit, will continue to work closely together with Japan and China based on the outcome of this Foreign Ministers’ Meeting to normalize the trilateral cooperation.
