Promotion of cooperation with other countries through cultural exchanges
o Supports for various cultural exchange programs implemented both at the governmental and non-governmental levels will create a solid foundation for cooperation among Korea and other countries.
o In this age of globalization, cultural exchange programs will not only help Korea cultivate its national cultural identity, but also raise the awareness and appreciation of its people for the diverse cultures around the world.
Strengthening of the national competitiveness by enhancing the national image
o As 'culture' has become one of the major keywords of the 21st century, the economic effects of the culture industry with its high-value-added businesses are being reassessed. Diplomatic efforts in cultural affairs will therefore contribute to enhancing the national image of Korea in abroad which in turn will contribute to strengthening the overall competitiveness of it throughout the international community.

Implementation of cultural and promotional activities in a comprehensive and systematic manner
o As a result of both qualitative and quantitative growth in cultural exchange programs, an all-inclusive mid to long-term planning of the activities has become necessary to implement the cultural exchanges in a more systematic and organized manner.
- By coordinating the different cultural events held in overseas missions possible, mid to long term planning of cultural programs will result in effective use of budget with maximum publicity effect.
Establishment and development of cultural and promotional strategies specialized for the relevant countries and/or regions
o Developing cultural programs specialized for the relevant countries and/or regions by taking into account the unique characteristics of their respective culture as well as formulating strategies that will effectively promote Korea's image abroad and supporting cultural exchange programs.
Strengthening of cooperative relations with local organizations as well as Korean corporations overseas
o Efficient utilization of the local media will enhance the understanding of the Korean culture among the local opinion leaders thereby contributing to the establishment of favorable public opinions toward Korea in local communities.
o Securing and maintaining of systematic cooperation with overseas branches of Korea National Tourism Organization, KOTRA, Korean corporations, local Korean communities, and Korean culture centers via Korean missions abroad.
Expansion of the future-oriented cultural programs
o Exploration and expansion of cultural programs oriented mainly toward the youth and the next generation for mid to long term effects of cultural diplomacy.
Active participation in International Organizations
o The Korean government has actively participated in international efforts to regulate the industrial activities in culture including discussions on the Convention on Cultural Diversity via international organizations such as the UNESCO.
