1. At the request of the US government, on March 9 (Korean time), the UN Secretariat circulated as a
UN official document the UN Command (UNC)’s special investigation report on North Korea’s artillery
provocation on Yeonpyeong Island on November 23, 2010.
* The UNC conducted a special investigation into the Yeonpyeong shelling on December 6-13, including
an on-site investigation by the special investigation team of its Military Armistice Commission with Neutral
Nations Supervisory Commission officials as witnesses.
* Under UN Security Council Resolutions 84 and 85 adopted during the Korean War, the UNC has the
responsibility to report its activities to the Security Council.
2. The report carries significance in that, drawing upon the findings from the UNC’s on-site investigation
and relevant information, it objectively shows North Korea’s artillery provocation on Yeonpyeong Island
was a deliberate and premeditated attack in violation of the Armistice Agreement.

and cannot be justified as a self-defensive act; the ROK Marines’ counter-firing on Mu Island and
Gaemeori can be justified as the exercise of the right of self-defense, and complies with the Armistice
Agreement, the UN Charter, and Customary International Law, as well as the spirit and provisions of
the Armistice Agreement.
- Suggestions to the UNC: no need for further probe; the results of the UNC’s special investigation
be reported to the UN Security Council; a high-level meeting be held between the UNC and the North
Korean military; the UNC Member States Liaison Officers Corps/Neutral Nations Supervisory Commission
and the ROK government hold a meeting (in Seoul) on possible measures to guarantee a halt to North
Korea’s further violations of the Armistice Agreement as well as hostilities and use of armed force against
the ROK; and, in accordance with Paragraph 60 of the Armistice Agreement, relevant countries conclude
an appropriate agreement for peaceful resolution.
