Outcome of the 8th Korea-EU Joint Committee Meeting

1. The 8th Korea-EU Joint Committee Meeting was held in Brussels on March 9, with the 
Korean delegation headed by Deputy Minister for Trade of the Ministry of Foreign Affairs 
and Trade, Ahn Ho-young and the EU delegation headed by Deputy Director General of 
External Relations of the European Commission, Karel Kovanda. 

 Korean delegation consisted of officials from:
    Ministry of Foreign Affairs and Trade, the Ministry for Food, Agriculture, Forestry and 
    Fisheries, the Ministry of Knowledge and Economy, the Ministry of Education, Science 
    and Technology, the Ministry of Health, Welfare and Family Affairs, the Ministry of 
    Strategy and Finance, the Ministry of Culture, Sports and Tourism, Statistics of Korea, 
    the Korean Intellectual Property Office and the Presidential Committee on Green Growth.
 
    EU delegation consisted of officials from:
    Directorate-Generals for External Relations, Trade, Agriculture, Enterprise and Industry, 
    Information Society, Research, Environment, Climate Change, Development, Transport, 
    Justice and Home Affairs and the Statistical Office of the European Commission

2. The Korea-EU Joint Committee Meeting at the deputy ministerial-level has been held 
annually since 2001, alternating between Seoul and Brussels, for the two sides to hold 
comprehensive discussions on cooperative issues such as economy and trade.

3. Through the Joint Committee Meeting, which was held at a time when the pace of Korea-EU 
cooperation is accelerating by the initialing of the Korea-EU FTA and the Revised Korea-EU 
Framework Agreement, the two sides agreed to consult more actively regarding the G-20 and 
global issues such as climate change, green growth, and the WTO DDA.

4. Major outcomes of the meeting include the EU’s withdrawal of the anti-dumping measures 
against Korean PSF, an issue Korea has been raising through the Joint Committee Meeting. 
The EU also expressed its plans to exclude most of the Korean companies, which cooperated 
in the investigation on the circumvention of Korean steel wire ropes, from anti-dumping duties.
 
  Given that the decision on the steel wire ropes investigation is tentative, the Korean side 
  requested for a prompt final decision.

5. The Korean side raised issues such as the repayment of duties following the European 
Commission’s regulations on multi-functional mobile phones, issued in July 2009, the automatic 
extension of the derogation period of Korean bonsai, and the introduction of a lump-sum 
payment system for patent registration fee. The Korean side also provided information on the 
status of legislation and enforcement against violations on intellectual property rights, as well 
as standards on fuel-efficiency and greenhouse gas emission of vehicles.

 The EU side raised issues in the areas of agriculture, automotives, service, medicine, 
    TBT, cosmetics, and others.

6. Both sides noted that the bilateral cooperation in the areas of business, science and 
technology, education and culture, climate change and development aid have made 
substantial progress. Moreover, the two sides agreed to make greater efforts to further 
expand cooperation in these areas.

 In particular, upon the EU’s suggestion to develop statistics as a new area of cooperation, 
    the two sides sought a variety of specific projects including seminars, workshops, regular 
    cooperation meetings, publishing joint statistical analysis reports, and launching joint 
    enterprises to support developing countries in their advancement of statistical data.

 The Korean side requested a greater interest and participation of the EU member countries
    in the Expo 2012 Yeosu Korea and, explained the Korean Government’s ‘low carbon, green
    growth’ policy, and expressed high expectations to strengthen cooperation with the EU in 
    the field of climate change.

7. Through this Joint Committee Meeting, Korea expects for cooperation in the field of economy 
and trade to expand with the EU, Korea’s second largest trade partner following China.
