The United Nations General Assembly Adopts a Resolution on the South-North Korean Summit

1. The 62nd session of the United Nations General Assembly (UNGA) adopted a resolution by consensus 
on October 31 that welcomes and supports the South-North Korean Summit that took place from October 2 
to 4 in Pyongyang and its Declaration. Before the adoption of the resolution, the ambassadors of South and 
North Korea introduced a draft resolution submitted under the agenda item of Peace, Security and 
Reunification on the Korean Peninsula and 24 countries including the United States, Japan, China, Russia 
and Portugal on behalf of the European Union expressed their support.
 
The main points of the resolution are:
 
The General Assembly of the United Nations
 
1) Welcomes and supports the inter-Korean Summit and the Declaration adopted on October 4;
 
2) Encourages the Republic of Korea and the Democratic People’s Republic of Korea to implement the 
Declaration fully and in good faith;
 
3) Invites Member States to continue to support and assist, as appropriate, the process of inter-Korea 
dialogue, reconciliation and reunification so that it may contribute to peace and security not only on the 
Korean peninsula but also in Northeast Asia and the world as a whole.
 
2. This resolution was jointly proposed by both South and North Korea, and the two countries have had 
close consultation over the entire course of the preparation for the adoption of the resolution.
 
3. The resolution of the UNGA is not legally binding to the member states of the United Nations. However, 
if adopted by consensus, it carries a political commitment representing the will of the international 
community as a whole. In that sense, this resolution adopted by the UNGA has a significant meaning that 
reconfirms the support of the international community for the inter-Korean summit and the October 4 
Declaration.
 
4. In 2000 when the first South-North Korean Summit was held, the 55th Session of the UNGA adopted on 
31 October 2000 a resolution(A/RES/55/11) that welcomed and supported the inter-Korean summit and the 
June 15 Joint Declaration by consensus. At that time, both South and North Korea also made joint efforts 
for the adoption of the resolution by the UNGA.
