Outcome of the 3rd APEC Senior Officials’ Meeting (SOM III) 2001

1. The APEC Summit Meeting and the 3rd APEC Senior Officials’ Meeting for 2001 was held in Dalian, China 
from August 22 to 24. The Korean delegation was led by Mr. Choi Hyuck, Deputy Minister for Trade of the 
Ministry of Foreign Affairs and Trade (MOFAT), and consisted of officials from relevant ministries, such as the 
Ministry of Finance and Economy (MOFE), Ministry of Commerce, Industry and Energy, Ministry of Education, 
and Ministry of Agriculture and Forestry. 

2. This SOM III discussed contributing to the launch of the new round of WTO negotiations, the "Shanghai 
Accord" for promoting trade and investment liberalization, e-APEC strategy, and implementing the ‘Human 
Capacity Building’ strategy. The Senior Officials agreed to discuss these issues as the major agenda items 
for the APEC Summit Meeting and Ministerial Meeting in October. In particular, member countries 
reconfirmed their strong will to launch the new round of WTO negotiations. Member countries shared the 
view that China’s accession to the WTO must be implemented until the Meeting in Doha, and that the 
process of accession to the WTO for Taiwan, Russia, and Vietnam must be accelerated. Projects proposed 
by the Korean Government were welcomed by member countries, as they have contributed to advancing 
APEC activities in 2001. 

3. The Korean Government suggested projects regarding the following agenda items: knowledge-based 
economy, strengthening the social safety network, APEC education foundation and cooperation in cyber 
education, improving the rights of disabled people, and establishing an e-Government. The Korean 
delegation suggested that an APEC Ocean - related Ministerial Meeting be held, perhaps around April next 
year, which received the support and approval of economies. 

4. This Ministers’ Meeting is expected to contribute to strengthening regional cooperation in ocean - related 
affairs and fisheries. It is also expected that it will contribute to preparing for the World Summit Meeting on 
Sustainable Development 2002, scheduled to be held in South Africa. Mr. Lee Kyung Tae, Chairman of the 
Economic Commission, Mr. Park Tae-ho, Chairman of the Investment Expert Group, and Mr. Chung Kyung 
Bae, Joint Chair of the Social Safety Net Task Force, chaired their respective meetings. Mr. Park Tae-ho was 
reappointed as chairman of the Investment Expert Group of APEC.
