1. During May 19-23, 2003, the second meeting of the "Republic of Korea (ROK)-Russia Space Technology
Cooperation Agreement" was held in Moscow. Both delegations made final consultations and signed a draft
agreement.
2. As the first bilateral Space Technology Cooperation Agreement ever pursued by Korea, the ROK-Russia
Space Technology Cooperation Agreement aims at promoting cooperation between the two countries for
exploration and peaceful use of space.
3. The Korean government is currently devising a space launcher development plan for the purpose of
launching a satellite on its own. With the conclusion of the Space Technology Cooperation Agreement with
Russia, the country that launched Sputnik, the first satellite in the history of humankind, in 1957, Korea now
has a legal basis for promoting cooperation in the field of advanced space technology.
4. Mr. Song Sung-hwan, Minister of the Korean Embassy in Russia, headed the ROK delegation with a total
of eight participating members, including representatives from the Ministry of Science and Technology, the
Ministry of Finance and Economy, and Korea Aerospace Research Institute. Mr. Altukhov, Vice Director-
General for International Cooperation at Russian Institute of Aerospace, headed the Russian delegation with
thirteen participating members including representatives from the Ministry of Foreign Affairs, the Treasury
Department, the Ministry of Trade and Economic Development, and the Institute of Aerospace.
