1. The 2005 Asia-Pacific Economic Cooperation (APEC) Senior Officials’ Meeting (SOM III) and related
meetings will be held in Gyeongju from September 5 to 14 with approximately 1,000 participants consisting
of high officials and government representatives from 21 APEC member states. On the Korean side, 150
government officials from relevant departments in the Ministry of Foreign Affairs and Trade, Ministry of
Finance and Economy, Ministry of Agriculture and Ministry of Commerce, Industry and Energy will attend the
meeting.

2. As the 2005 APEC Chair, Korea will evaluate all the discussion topics of the consultation bodies and
conduct a final review on the outcomes of each agenda item through the course of this meeting. The results
of this meeting are the key deliverables for APEC and will be laid before the AMM APEC Ministerial Meeting
and the Summit Meeting in November to receive the approval of the heads of state and cabinet members.
3. The SOM III held on September 13 - 14, (Chair: Mr. Kim Jong Hoon, APEC Ambassador of the Ministry of
Foreign Affairs and Trade) will discuss preparation logistics for the Summit Meeting and the Ministerial
Meeting and conduct midterm stocktake of progress made in providing WTO DDA support and achieving the
Bogor goals. Other issues on the agenda include the promotion of free trade, protection of intellectual
property, anti-corruption, economic technology cooperation, human security, support of minor corporations,
and APEC innovation.
4. In particular, at the SOM III, a draft report will be submitted on ways for greater APEC contribution for the
success of the 6th WTO Ministerial Meeting in Hong Kong in December, with the inclusion of a roadmap
towards achieving the Bogor goal. In addition, as chair of the APEC Anti-Corruption and Transparency
Experts Task Force (ACTETF), Korea will report on the outcomes of the 1st meeting of the ACTETF and
discuss ways to strengthen anti-corruption talks within APEC. Moreover, discussions will be held on
methods of APEC reform to secure financial stability of APEC and improve its efficiency, as well as ways to
implement the APEC Anti-Counterfeit and Piracy Initiative that was adopted at the 6th Telecommunications
and Information Industry Ministerial Meeting in June.
5. Prior to the SOM III, SOM special task forces such as the Anti-Corruption and Transparency Experts Task
Force (ACTETF) and the Counter Terrorism Task Force (CTTF), as well as SOM sub-committees such as the
Committee on Trade and Investment (CTI) will hold meetings from September 5 - 11. In addition, in-depth
discussions will be held during the expert meetings of each field on topics that include, electronic
transaction, strengthening of women’s participation, investment liberalization, customs procedures,
standard and appropriateness, government procurement, market access, transfer of businessmen,
innovation of life science, strengthening of the infrastructure of economic law and the liberalization of
service.
