Notice of Request for Proposal for a Negotiated Contract (Boiler Replacement)

The Consulate General of the Republic of Korea in Vancouver

1. Information to be included in the Proposal

 A. Project Title : Replacement of the heating boiler at the official residence of Consulate General of the Republic of Korea in Vancouver 

 B. Site Location: 6885 Balsam St. Vancouver, BC, Canada

 C. Project Overview: Removal/Disposal of the existing boiler

 D. Warranty Period : At least two years 

 E. Construction Period : Within three weeks from the contract date

 F. Estimated Budget : CAD 44,610


2. Submisson and Bid Opening of Quotation 

 A. Submission Period : November 21, 2025 (Fri) 09:00 ~ November 27, 2025 (Thur) 12:00

 B. Required Documents: Cne copy of quote, Cne copy of Business Registration Certificate

 C. Submission Method : E-mail: vancouver@mofa.go.kr

 D. Submission Deadline : November 27, 2025 (Thurs) 12:00    

 E. Bid Opening Time : November 27, 2025 (Thur) 15:00

 F. Bid Opening Location : Consulate General of the Republic of Korea in Vancouver


3. Eligibility for Participation

 A. Must meet the qualifications specified under Article 12 of the Enforcement Decree of the Act on Contracts to which the State Is a Party

 B. Must possess proper qualifications under the laws of the host country

 C. Businesses undergoing or planning liquidation, merging, sale of its business or other business restructuring procedures, as well as that have filed for court receivership or rehabilitation as of the bid announcement date, are not eligible


4. On-Site Briefing

  A. There will be no on-site briefing. Tenderers are advised to visit the site to review construction details in advance. Tenderers are responsible for any issues arising from failure to conduct such review.


5. Selection of Contracting Party

  A. Among Tenderers who submitted quotes equal to or below the estimated budget and above 87.745% of the predetermined minimum acceptable price, the bidder with the lowest price will be reviewed first. If no qualifying factors exist, they will be selected as the contracting party.

  B. The selected party must sign the contract within seven days. 

  C. If the selected bidder is found unqualified before signing the contract or 

  D. If there are two or more Tenderers submit identical prices, the successful bidder will be selected by random


6. Invalidity and Additional Notes

  A. Tenderers must fully acknowledge all bidding requirements. Any failure to do so is the responsibility of the bidder

  B. The final selected tenderer must submit Confidentiality Agreement and Pledge to implement integrity Pact’ at the time of binding contract

  C. In case where any discrepancy in interpretation occurs, Orderer shall prevail its interpretation
