Opening Ceremony of the ASEAN Culture House

Excellencies, 
Distinguished Guests,
Ladies and Gentlemen,

It is a great pleasure for me to be here to celebrate the Opening of the ASEAN Culture House in this very meaningful year of ASEAN-ROK Cultural Exchange. I would like to express my heartfelt gratitude to my colleagues from ASEAN for making time in their busy schedules to travel such a distance and all the participants for being here in the early hours of the morning.  

The ASEAN Culture House holds a very special meaning in three respects. 

First of all, it builds on the strengthened ties between Korea and ASEAN. Since the establishment of the Sectoral Dialogue Partnership in 1989, Korea and ASEAN have been deepening the ties of cooperation in a whole spectrum of fields, including the political, economic and cultural spheres and people to people exchanges.  As a result, ASEAN has become the second biggest trading partner for Korea, the second biggest region for foreign investment by Korean enterprises and the top destination for Korean tourists.

On this basis, President Moon made his commitment to upgrade the partnership with ASEAN clear by taking the unprecedented step of sending a special envoy to ASEAN. I also had a chance to emphasize in person the great value we place on ASEAN on the occasion of the ASEAN Foreign Minister’s Meeting in Manila in early August. Indeed, the opening of the ASEAN Culture House today serves as another milestone for advancing our cooperation.   

Secondly, the ASEAN Culture House is conducive to the realization of the common vision of Korea and ASEAN. President Moon’s policy of ‘diplomacy by the people’ resonates with ASEAN’s vision of a “people-centered and people-oriented community”.  All the participating leaders at the 2nd ROK-ASEAN Special Summit Meeting held in 2014 in Korea concurred on the need to further strengthen cultural cooperation and presented various proposals to bring the two peoples closer.  The culmination of the meeting is this ASEAN Culture House, which I sincerely hope will become a platform for two-way cultural exchanges between Korea and ASEAN.

Last but not least, the ASEAN Culture House is the fruit of close collaboration among all of us. All of the 10 ASEAN countries have donated excellent exhibits for the Exhibition Hall on the 2nd floor of the House. Busan Metropolitan City donated the land and experts from various sectors provided invaluable advice on the construction.   Above all, today’s Opening Ceremony would not have been possible without the hard work and dedication of the staff members.  My sincere and heartfelt thanks go to all of you.

Let me emphasize that all of you are the owners of the ASEAN Culture House. The ASEAN Culture House is equipped with high-end facilities and will provide colorful programs to enhance our understanding on ASEAN culture. 

The Permanent Exhibition, titled “ASEAN Ways of Life: Its Diversity and Unity” will show distinct features of the 10 ASEAN countries. 
The Inaugural Special Exhibition, titled “Celebrating the Beauty of Marriage: ASEAN seen through Wedding Traditions and Culture” will symbolically demonstrate the invaluable relationship between Korea and ASEAN. 

However, the success of this project hinges on all of you, who will be the actual users. I sincerely hope that the House will become a place of attraction, which will be frequently visited not only by the citizens in Busan but also by many of ASEAN friends who are working, studying and residing across Korea, not to mention our beloved children from multi-cultural families.

With the completion of the ASEAN Culture House, which is the first of its kind among dialogue partners of ASEAN, we now have a sturdy vessel which can help us explore an uncharted path. As on any journey, there may be days when we meet a headwind.  However, I am confident that if we work together, we can turn the strong wind into a source of power, move the vessel forward and reach our final destination.

아세안문화원 개원식(9.1, 부산) 기념사

동료 장관님들 및 아세안 각국의 대표님들,
밍 아세안 사무총장님,
서병수 부산시장님,
내외 귀빈 여러분,

‘한-아세안 문화 교류의 해’ 및 ‘아세안 창설 50주년’의 뜻 깊은 해를 맞아 아세안문화원을 개원하게 된 것을 축하하며, 오늘 개원식의 기념사를 하게 된 것을 영광스럽게 생각합니다. 또한 아세안문화원의 개원을 축하하기 위해 먼 길을 마다않고 와 주신 아세안의 동료 여러분, 아울러 이른 시간에도 불구하고 개원식에 참석해 주신 모든 분들께 깊은 감사의 말씀을 드립니다.

오늘 개원하는 아세안문화원은 세 가지 면에서 아주 특별한 의미를 갖는다고 하겠습니다. 우선 한국과 아세안과의 관계 강화입니다. 한국과 아세안은 1989년 ‘부분 대화관계(Sectoral Dialogue Partnership)’를 수립한 이래, 2010년 ‘전략적 동반자’로 관계를 격상하면서 한국과 아세안은 정치, 경제, 문화, 인적 교류 등 모든 분야에서 협력을 강화시켜 왔습니다. 그 결과, 현재 아세안은 한국의 제2대 교역 파트너이자 제2대 투자 대상지역으로 부상하였고, 우리 국민이 가장 많이 방문하는 지역으로 자리매김하였습니다. 이러한 바탕 위에 문재인 대통령은 역대 정부 출범 후 최초로 아세안 특사를 파견하여 아세안과의 관계를 강화시켜 나아가겠다는 의지를 천명하였습니다. 저 역시 지난 8월 마닐라에서 개최된 아세안 관련 외교장관회의에 참석한 아세안 10개국 외교장관 등 모든 대표들과 만나 아세안을 중시하는 우리 정부의 입장을 직접 강조한 바 있습니다. 오늘 여는 아세안문화원은 앞으로 한국과 아세안이 함께 만들어 갈 협력의 이정표라고 할 수 있습니다.

둘째는 한국과 아세안의 공동 비전 실현을 위한 기여입니다. ‘국민외교’를 지향하는 문재인 정부의 국정기조는 ‘인간중심, 인간지향적(people-centered, people-oriented)’인 공동체를 지향하는 아세안의 비전과도 맥을 같이 하고 있습니다. 2014년 우리 정부가 아세안 10개국의 정상들을 초청하여 부산에서 제2차 한-아세안 특별정상회의를 개최하였을 때, 회의에 참석한 모든 정상들은 한국과 아세안이 문화 협력을 강화해 나가야 한다는 데 공감하였고, 아세안과 한국의 국민들을 더욱 가깝도록 만드는 여러 방안을 논의하였습니다. 아세안문화원은 그러한 논의의 결정체이며, 앞으로 한국과 아세안간 쌍방향 문화 교류의 전당이 되기를 진심으로 기원합니다.

마지막으로 중요한 것은 아세안문화원은 오늘 이 자리에 함께 하고 있는 우리 모두의 협력의 결실이라는 것입니다. 특히 아세안 10개국은 문화원 2층에 마련된 전시관을 위해 훌륭한 전시품을 기증해 주었습니다. 이 자리를 빌려 아세안 국가들의 협조에 깊이 감사드립니다. 부산시는 문화원 건립에 필요한 부지를 제공해 주셨고, 각 분야의 전문가들은 문화원의 건립에 소중한 자문을 해 주셨습니다. 무엇보다도, 보이지 않는 곳에서 애써 주신 여러분들이 없었다면 오늘의 개원식은 가능하지 않았을 것입니다. 진심으로 감사드립니다.

아세안문화원의 주인은 바로 여러분입니다. 실로 문화원은 최신의 시설을 갖추고 있고, 아세안 문화에 대한 이해를 제고할 다채로운 프로그램을 제공해 갈 것입니다. 아세안문화원에는 ‘아세안의 다양성과 통일성’이라는 아세안 10개국의 특징을 잘 보여주는 상설전시관과 ‘결혼문화를 통해 바라본 아세안’이라는 주제의 개원 기념 특별전시관이 한국과 아세안의 소중한 인연을 상징적으로 보여줄 것입니다. 하지만 이러한 프로젝트의 성공은 아세안문화원을 실제로 이용할 여러분들에게 달려있습니다.  앞으로 아세안문화원이 부산시민뿐만 아니라 다문화가정의 아이들은 물론, 한국에서 일하고, 공부하고, 거주하고 있는 아세안 친구들이 즐겨 찾는 명소가 되기를 진심으로 바랍니다.

아세안의 대화상대국 중 처음으로 개원한 아세안문화원이 완성되면서 우리는 누구도 가 보지 못한 먼 바다로 우리를 데려가 줄 든든한 배를 한 척 갖게 되었습니다. 모든 항해가 그렇듯이 바람이 부는 날도 있을 것입니다. 하지만 우리가 힘을 합치면 아무리 거센 바람도 배를 전진시키는 데 필요한 동력으로 바꿀 수 있습니다. 아세안문화원이 한국과 아세안이 함께 가고자 하는 최종 목적지로 우리 모두를 데려다 줄 수 있도록 앞으로도 많은 성원을 당부드리며, 기념사를 마치겠습니다. 감사합니다.   /끝/
