UN Security Council Briefing

Maintenance of Peace and Security of Ukraine

February 23, 2024

Madam President,

I wish to thank Guyana for convening this meeting. I also extend my appreciation to Secretary-General Guterres for his insightful, yet sadly troubling briefing.

Indeed, it feels almost surreal to be in the very Chamber, which bears primary responsibility for international peace and security, to address the unlawful aggression of one of its Permanent Members.

Two years since Russian tanks crossed over into Ukraine, violating the most sacrosanct tenet of the UN Charter, we see no signs of Russia's unlawful actions abating.

Sadly, we see a humanitarian disaster unfolding.

The conflict is claiming the lives of tens of thousands of civilians, upending livelihoods, and inflicting long-lasting trauma, especially on children.

A generation of young Ukrainians and Russians are perishing because of an ill-begotten war.

Russia's War against Ukraine not only tears away at the fabric of the United Nations, it has shattered the sense of security not just for the people of Ukraine but also its neighbors.

The impact of the war has also been reverberating around the world, disrupting energy supplies and food security, exacerbating economic and social crises in other parts of the world.

The flagrant violation of international norms and obligations denying Ukrainian independence, sovereignty and territorial integrity must cease immediately.  

International humanitarian law, which clearly prohibits attacks on civilians and civilian infrastructure, must be adhered to at all times and by all parties.  

As a nation that knows all too well what it means to suffer from military aggression, Korea firmly believes that aggression must not go unanswered.

As a nation all too familiar with the agonizing consequences of armed conflict, Korea has a profound sense of empathy with the plight of the Ukrainian people.

That is why President Yoon Suk Yeol visited Ukraine last July and launched the Ukraine Peace and Solidarity Initiative.

Under this initiative, Korea has provided 140 million dollars in humanitarian assistance to Ukraine, including demining equipment and emergency medical vehicles.

Starting this year, we will provide a comprehensive aid package of 2.3 billion dollars spread out over several years, to help the Ukrainian people alleviate their suffering and rebuild their nation.

We are also collaborating with international partners through the ‘Multi-agency Donor Coordination Platform for Ukraine’ to ensure that our collective assistance is both effective and well-coordinated.

Madam President,

My government is deeply troubled by the emerging military cooperation between Russia and North Korea.  

North Korean munitions and missiles have been sighted in Ukraine,

which not only aggravates the human suffering, but also risks further escalating and prolonging the war in Ukraine.

If and when it turns out to be the case that North Korea receives in return, whether advanced military technology or oil shipments exceeding limits under Security Council resolutions, this would redound to North Korea's ability to threaten security on the Korean Peninsula and beyond.

Both dimensions of this nexus constitute unequivocal violations of multiple UN Security Council resolutions and undermine the global non-proliferation regime.

We strongly urge Russia and North Korea to comply with the relevant Security Council resolutions, all of which were unanimously adopted in this Chamber.  

Madam President,

The ongoing conflict in Ukraine is heightening geopolitical tensions worldwide, presenting us with challenges of unprecedented magnitude.

Therefore, it is imperative that the Security Council devise effective strategies to navigate these complexities, notwithstanding inherent shortcomings and current constraints, to fulfill its fundamental duty of maintaining international peace and security.

And I wish to reaffirm Korea's commitment, as a member of the Security Council, to actively contribute to realizing this goal.

우크라이나의 평화와 안보 유지

의장님,

이 회의를 소집해준 가이아나에 감사의 말씀을 전합니다. 통찰력 있으면서도 애석하게도 우려스러운 내용의 브리핑을 해주신 구테레쉬 사무총장님께도 감사를 표합니다.

안보리 상임이사국 중 한 국가의 불법 침략을 논의하기 위해 국제 평화와 안보에 대한 일차적 책임을 지고 있는 바로 이 회의장에 있는 것이 거의 초현실적으로 느껴집니다.

유엔 헌장의 가장 신성한 원칙을 위반하면서 러시아 탱크가 우크라이나로 진입한 지 2년이 지났지만, 러시아의 불법 행동이 수그러들 기미는 보이지 않고 있습니다.

애석하게도 우리는 인도주의적 재앙이 벌어지고 있는 것을 목도하고 있습니다.

이 분쟁은 수만 명의 민간인의 목숨을 앗아가고 생계를 뒤흔들고 있으며, 특히 어린이들에게 오래 지속될 트라우마를 안겨주고 있습니다.

한 세대의 우크라이나와 러시아 청년들이 잘못된 전쟁으로 인해 목숨을 잃고 있습니다.

러시아의 우크라이나에 대한 전쟁은 유엔의 근간을 무너뜨릴 뿐만 아니라, 우크라이나 국민을 비롯하여 이웃 국가 국민들의 안전도 산산조각 냈습니다.

에너지 공급과 식량 안보를 저해하고, 세계 다른 곳에서 경제·사회 위기를 악화시키는 등 전쟁의 영향은 전 세계에 반향을 일으키고 있습니다.

우크라이나의 독립, 주권과 영토 보전을 부정하는 국제 규범과 의무에 대한 노골적인 위반은 즉각 중단되어야 합니다.

민간인과 민간시설에 대한 공격을 명백히 금지하는 국제인도법은 모든 당사자에 의해 항시 준수되어야 합니다.

군사적 침략으로부터 고통받는 것이 무엇을 의미하는지 너무나 잘 알고 있는 국가로서 한국은 침략에 대한 책임을 묻지 않고 지나쳐서는 안 된다고 굳게 믿고 있습니다.

무력충돌의 고통스러운 결과를 너무도 잘 알고 있는 국가로서 한국은 우크라이나 국민들의 역경에 깊이 공감하고 있습니다.

윤석열 대통령께서 지난 7월 우크라이나를 방문해 '우크라이나 평화· 연대 이니셔티브'를 출범시키신 것도 바로 이러한 이유 때문입니다.

이 이니셔티브에 따라 한국은 우크라이나에 지뢰 제거 장비와 응급 의료 차량을 포함하여 1억 4천만불의 인도적 지원을 제공했습니다.

올해부터는 우크라이나 국민들의 고통을 경감하고 국가 재건에 도움이 될 수 있도록 수년에 걸쳐 23억불 규모의 포괄적인 지원 패키지를 제공할 예정입니다.

아울러, 효과적이고 조율된 공동의 원조를 제공할 수 있도록 '우크라이나 공여자 공조 플랫폼'을 통해 국제 파트너들과 공조하고 있습니다.

의장님,

우리 정부는 최근 드러나고 있는 러북간 군사 협력에 깊이 우려하고 있습니다.

우크라이나에서 목격된 북한 무기와 미사일은 사람들의 고통을 가중시킬 뿐만 아니라 우크라이나 전쟁을 더욱 확대하고 장기화할 위험이 있습니다.

또한 북한이 대가로 받는 것이 첨단 군사기술이나 안보리 결의에 따른 한도를 초과하는 유류 제품인 것으로 드러날 경우, 이는 북한이 한반도와 그 너머의 안보를 위협할 능력에 영향을 미칠 것입니다.

이러한 연계의 양 측면 모두 다수의 유엔 안보리 결의에 대한 명백한 위반에 해당하며, 글로벌 비확산 체제를 약화시키는 것입니다.

우리는 이 회의장에서 만장일치로 채택된 관련 안보리 결의들을 러시아와 북한이 준수할 것을 강력히 촉구합니다.

의장님,

우크라이나에서 지속되고 있는 분쟁은 전 세계적으로 지정학적 긴장을 고조시키며 우리에게 전례 없는 규모의 도전을 제기하고 있습니다.

이에 안보리는 국제평화와 안보 유지라는 근본적인 의무를 이행하기 위해서는 내재된 결점과 현 상황의 제약에도 불구하고, 이러한 복잡성을 헤쳐나갈 효과적인 전략을 수립해 나가야만 합니다.

그리고 한국은 안보리 이사국으로서 이러한 목표를 실현하는 데 적극 기여하겠다는 의지를 재확인합니다.
