제5차 한-아프리카 포럼 개회사(3.3.)

Distinguished Delegates and Guests,

I am most honored and delighted to address you on the occasion of

the opening of the Fifth Korea-Africa Forum here in Seoul today.

It was with great regret that we had to postpone the Forum

last December due to the sudden spread of the omicron variant.

I take this opportunity to express my sincere gratitude and

warmest welcome to all delegates who made their way to Seoul.

I also thank representatives who are joining us on-line.

Korea and Africa share much in common.

As was eloquently mentioned by the Kenyan Ambassador to the UNduring a recent Security Council meeting

on the ongoing Ukraine crisis,

“Our borders were not of our own drawing.”

And instead of dwelling in the bitterness of our colonial past,

“we chose to look forward to a greatness

none of our many nations and peoples had ever known.”

In Korea, that greatness manifests in

what we now call the “Miracle on the Han River.”

We have shown the world that a poor, former colony

with an authoritarian government could transform

into a rich and democratic society in a generation.

We owe this great fortune not only to

the sacrifice and hard work of many of our citizens

but also to the generous assistance and cooperation of

the international community, including many of our friends in Africa.

Distinguished Guests,

We observed with great admiration

how Africa combatted the pandemic collectively

under the coordination of Africa CDC.

We also applaud your collective effort to launch

the African Continental Free Trade Area (AfCFTA) last year,

despite the ongoing pandemic, to take a big step forward

to form one of the world’s largest single markets.

Africa is also working hand in hand to protect democracy.

One good example is the timely intervention of

ECOWAS and AU with condemnation and sanctions

when militaries took over civilian governments in western Africa.

As such, Africa is not only actively responding to global crisis

but also leading the world

with its political and economic integration.

Africa is harnessing its immense potential for growth and development

and Korea is excited to be a partner in this journey.

In this spirit, I wish to put forward

three forms of vision to deepen the Korea-Africa Partnership.

First, Korea wishes to become a key partner

for Africa’s sustainable development

by significantly increasing its ODA to Africa by 2030.

Through the COVID-19 crisis, we have learned a very important lesson

that global solidarity is the key to overcoming COVID-19.

No one is safe until everyone is safe.

Korea, as a global vaccine hub, will seek

to provide vaccines in a comprehensive package

comprising cold chain and medical supplies

to ensure equitable access to vaccines.

The Korean government will also contribute

a total of 3.4 million doses of vaccines to Africa

in close coordination with

the Africa CDC and UNICEF within this year.

Korea has been designated as

a global biomanufacturing training hub by the WHO.

Under this program, Korea will train 2,000 people annually from

developing countries from 2025.

Korea will continue to seek to develop Africa’s

renewable energy sources by increasing

our Green New Deal ODA as well.

In this regard, Korea signed

an energy investment framework agreement

with the African Development Bank (AfDB) last year,

under which Korea will provide 600 million dollars over five years.

Second, Korea will further promote economic cooperation with Africa.

The volume of trade between Korea and Africa has been steady

at a yearly level of 20 billion dollars for the past two decades.

Nevertheless, an average of 30 new Korean companies

have embarked on activities in the African market every year,

which demonstrates the potential for closer economic cooperation.

Institutional foundations such as Investment Protection Agreements

will be promoted to boost private investment towards Africa.

The role of platforms such as the Korea-Africa Business Forum

will be strengthened to encourage exchange between our companies.

In addition, with the effective implementation of the AfCFTA,

Korea believes that a Korea-Africa FTA

may well be a promising avenue to explore.

Lastly, Korea will partner with Africa

in its efforts to establish peace and security.

At this very moment, the world is faced with

a serious security crisis in Ukraine.

The Korean Government strongly condemns

Russia’s armed invasion against Ukraine, as it is a clear violation

of the fundamental principles of the UN Charter.

Ukraine’s sovereignty and territorial integrity should fully be respected.

Korea, as a responsible member of the international community,

supports and has joined the international community’s efforts,

including economic sanctions, to curb armed invasion

and resolve the situation peacefully.

On the Korean Peninsula, Korea has long been seeking

to bring a more permanent peace regime.

Our efforts have had the consistent support of

the international community,

including, of course, our friends in Africa.

Africa also faces various security issues, such as

extremism in the Sahel region, instability in the Horn of Africa,

and piracy in the eastern and western coastal areas.

Peace and security are prerequisites for sustainable development.

They are intertwined, and affect the international community as a whole.

Its benefits resonate for all humanity.

Against this background, Korea will continue to support

Africa’s medical capacity-building for peacekeepers by establishing

the “AU Medical Training Center for Peace Operations”

and deploying medical professionals.

Korea will also continue PKO deployments, and

support counter-piracy operations, particularly in the Gulf of Guinea.

Distinguished Guests,

Korea became an Observer of the African Union in 2005.

In three years, we will celebrate

the 20th anniversary of our partnership.

This milestone will be a wonderful opportunity

to take stock on what we have achieved at ministerial level

and elevate our dialogue mechanism to summit level.

In this regard, Korea wishes to hold

the “Korea-Africa Special Summit” in the near future.

I am confident that today’s discussions at the Ministerial Meeting

will be instrumental in strengthening our partnership.

I sincerely hope that the outcome documents of today’s Forum:

“The Seoul Declaration 2022,” and “Framework of Cooperation 2022-2026”

serve as a beacon as we prepare for the next Forum.

(한-아프리카 공통 경험 및 아프리카 위상 변화)

한국과 아프리카는 공통점이 많습니다. 최근 우크라이나 사태 관련 유엔 안보리 회의에서 주유엔케냐대사가 유려하게 언급한 바와 같이, “우리의 국경은 우리가 정한 것이 아닙니다.”

그러나 쓰라린 식민 과거에 머물지 않고, “우리는 그 어떤 국가나 민족도 경험하지 못한 위대함을 추구하는 선택을 하였습니다.”

한국에서는 이러한 위대함이‘한강의 기적’으로 드러났습니다. 우리는 가난하고, 과거 식민지였고, 권위주의 정부를 겪은 국가도 한 세대 만에 부유하고 민주적인 사회로 변화할 수 있다는 것을 전 세계에 보여주었습니다. 이러한 우리의 큰 행운은 한국인들의 희생과 노력뿐만 아니라, 아프리카를 포함한 국제사회의 지원과 협력 덕분이기도 했습니다.

내외 귀빈 여러분, 우리는 아프리카가 아프리카 통제센터(CDC) 주도하 팬데믹에 공동 대응하는 모습을 지켜보았습니다. 우리는 팬데믹 상황하에서도 작년 아프리카대륙자유무역지대(AfCFTA) 출범을 이루어 낸 공동노력을 통해 전 세계 최대 단일 시장 중 하나를 형성하게 된 것을 평가합니다. 아프리카는 민주주의를 수호하기 위해 함께 노력하고 있습니다. 서아프리카내 군부가 민간정권을 장악했을때 서아프리카경제공동체(ECOWAS)와 아프리카연합(AU)의 적시 개입은 좋은 사례입니다. 아프리카는 글로벌 위기에 적극적으로 대응하고 있을 뿐만 아니라, 정치·경제 통합을 통해 세계를 주도하고 있습니다. 아프리카는 매우 높은 성장·발전 잠재력을 가지고 있으며, 한국은 이러한 아프리카의 여정에 동반자가 되어 기쁩니다.

이러한 차원에서 오늘 한-아프리카 파트너십 강화를 위한 세 가지 비전을 제시하고자 합니다. 

첫째로, 한국은 2030년까지 아프리카에 대한 공적개발원조(ODA)를 상당히 확대하며 아프리카의 지속가능한 발전에 주요한 파트나가 될 수 있기를 희망합니다. 코로나19 위기로 우리는 글로벌 연대가 코로나19 위기 극복에 핵심임을 알게 되었습니다. 모두가 안전할 때까지 아무도 안전하지 않습니다. 글로벌 백신 허브로서 한국은 공평한 백신의 접근을 보장하기 위해 콜트체인과 필수의료물자 제공을 포함한 포괄적 패키지 지원을 할 것입니다. 한국 정부는 아프리카 질병예방통제센터(CDC)와 유니세프와의 긴밀한 협력 하에 금년 내 아프리카에 총 340만 도즈 분량의 백신을 공여할 예정입니다. 세계보건기구(WHO)는 한국을 글로벌 바이오 인력양성 허브로 지정하였습니다. 이를 통해 한국은 2025년부터 개도국 출신 2,000여명을 훈련시킬 예정입니다. 한국은 우리의 그린뉴딜 ODA 확대를 통해 아프리카의 재생가능한 에너지 재원 개발 노력을 지속 추구할 것입니다. 이러한 차원에서 한국은 작년 아프리카개발은행(AfDB)과 에너지투자기본협정을 체결하였고, 향후 5년간 6억불을 지원할 예정입니다. 

둘째로, 한국은 아프리카와의 경제 협력을 활성화할 것입니다. 한국과 아프리카 간 무역 규모는 지난 20년간 200억불 규모로 유지되고 있습니다. 그럼에도 불구, 매년 30여개 우리 기업이 아프리카에 진출하며 양측간 경제 협력 확대 잠재력을 보여주고 있습니다. 아프리카내 민간 투자를 활성화하기 위해 투자보장협정과 같은 제도적 기반을 구축할 것입니다. 한-아프리카 비즈니스 포럼과 같은 플랫폼의 역할강화를 통해 기업간 교류도 활성화할 것입니다. 또한, 아프리카대륙자유무역지대(AfCFTA)의 효과적인 이행을 통해 향후 한-아프리카 FTA 체결도 검토할 수 있을 것입니다. 

마지막으로, 한국은 아프리카의 평화와 안정 구축을 위한 노력에 동반자가 될 것입니다. 지금 이 순간, 전 세계는 우크라이나내 심각한 안보 위기에 직면해 있습니다. 한국 정부는 유엔 헌장의 기본 원칙을 명백히 위반한 러시아의 우크라이나 무력 침공을 강력히 규탄합니다. 우크라이나의 주권, 영토보전은 온전히 존중되어야 합니다. 한국은 국제사회의 책임있는 일원으로서 무력 침공을 억제하고 사태의 평화로운 해결을 위해 경제 제재를 포함한 국제사회의 노력을 지지하고 이에 동참하고 있습니다. 한국은 한반도내 항구적인 평화 체제를 오랫동안 추구해왔습니다. 우리의 노력은 아프리카를 포함한 국제사회의 지속적인 지지를 받고 있습니다. 아프리카 또한 사헬 지역의 극단주의, 아프리카의 뿔 지역에서의 불안정, 동·서 해역의 해적 문제 등 다양한 안보 이슈에 직면해 있습니다. 평화와 안보는 지속가능한 발전의 전제조건입니다. 평화와 안보는 연계되어 있으며, 국제사회 전체에 영향을 미칩니다. 한편, 평화·안보는 모든 인류에 도움이 되며 영향을 끼칩니다. 이러한 배경하에, 한국은 ‘AU 평화의료훈련센터’ 설립 및 의료 교관 파견을 통해 아프리카 평화활동 종사자의 의료 역량강화를 지속 지원할 것입니다. 한국은 PKO 파병 및 특히 기니만내 해적퇴치 노력을 계속 지지할 예정입니다.

내외 귀빈 여러분, 한국은 2005년 AU의 옵서버 국가가 되었습니다. 2025년은 한-AU 협력관계 구축의 20주년을 맞이하게 되며, 그간 장관급에서 이뤄졌던 교류를 정상급으로 격상할 수 있다면 양측간 협의 메커니즘을 보다 강화하는 좋은 계기가 될 것으로 생각합니다. 한국은‘한-아프리카 특별정상회의’ 개최를 가까운 미래에 추진하고자 합니다. 오늘 포럼에서 진행될 논의가 코로나19 이후 시대 한-아프리카 협력 강화의 중요한 계기가 되기를 바랍니다. 오늘 논의 결과 채택될 ‘서울선언 2022’와 ‘협력프레임워크 2022-2016’이 다음 포럼 및 한-아프리카 협력을 이끄는 불빛이 될 것으로 확신합니다.
