Re-Bid Notice: Request for Proposals for Security Services
The Embassy of the Republic of Korea in Phnom Penh, Cambodia (hereinafter referred to as ‘Embassy’) invites qualified bidders to propose to provide Security Service at the premises of the Korean Embassy and Residence in Phnom Penh.
1. Subject
Procurement of Security Service for the Embassy of the Republic of Korea in Phnom Penh
2. Service Requirements
A. Contractor will be responsible for providing the following services:
1) Provide security guard service twenty-four (24) hours
• To the Embassy (Main Gate : Three(3) Shift Work)
- Three (3) guards at the Main gate for Regular Business Hours (8:00 AM to 5:00 PM, Monday through Friday, except Cambodian Holidays and designated Korean National Holidays)
- Two (2) guards at the Main Gate for other than Business Hour, including weekend and Holidays
- One (1) guard at the Entrance of Office Building for Regular Business Hours (8:00 AM to 5:00 PM, Monday through Friday, except Cambodian Holidays and designated Korean National Holidays)
- Two (2) guard at Visa Reception for Regular Business Hours (8:00 AM to 5:00 PM, Monday through Friday, except Cambodian Holidays and designated Korean National Holidays)
• To the Residence (Three(3) Shift Work)
One (1) guard at the Main Gate for other than Business Hour, including weekend and Holidays
2) Supervise training and discipline of security guards
3) Maintain command and communication channels on an around-the-clock basis with the Embassy
4) Provide full and timely reports on any security issues, including misbehaviors, accidents or incidents that occur on the premises of the Embassy
5) Conduct daily inspection on security guards
6) Proper Equipment and Uniform
7) Manager who can speak English or Korean fluently and at least one (1) security guard who can communicate in English and Khmer all the time.
B. Security Services will be responsible for the following duties, including but not limited to :
1) Visitor and vehicle Control
2) Guide and/or escort for visitors
3) Conduct periodic patrols and surveillance in the premises of the embassy
4) Respond immediately to security and safety violations within Embassy premises, and potential violations near the building in accordance with building security codes, and make records afterward
5) Secure and manage all lost and found items in their original state and dispose of them according to relevant laws and regulations
6) Keep records related to the performance of security duties
7) Take prompt actions to prevent or minimize losses, accidents, fires, property damages, safety hazards and security accidents or incidents
8) Other similar or related duties as assigned by the Embassy
3. Contract Period
The Embassy intends to implement the procured solutions starting in January 2026. The base term of the contract shall be for 12 months period.
4. Tender Value
Tender Value for the contract is USD 5,580 per month including all charges and VAT.
All pricing should be identified on the Proposal. No additional costs may be accepted, other than the costs stated on the proposal. Contractor must quote firm, fixed prices for all services stated in the RFP.
The contract amount and conditions are subject to adjustment depending on the government’s budget allocation
5. Submission Deadline
Proposals should be submitted by 24:00 on 5th December 2025 via E-mail to cambodia@mofa.go.kr or submit it in person at the embassy. After the deadline, proposals will not be accepted. Firms are responsible for making certain that their proposal is received by the due date and time. The Embassy is not responsible for delays caused by any mail, internet service, or any other occurrence or condition.
6. Evaluation of Proposals
This procurement is being conducted in accordance with all applicable provisions of the Republic of Korea’s Ordinance of the Ministry of Strategy and Finance, “Enforcement Decree of the Act on Contracts to Which the State is a Party.”
Any decision with regard to the award will be made at the sole discretion of the Embassy
It is the intent of the Embassy to award a Contract to the first-highest bidder, in accordance with the evaluation criteria set forth below:

Expected Price : The average of 4 most frequently selected price assigned to the number that chose by the bidder in the application form.
7. Qualification Requirements of the Proposer
A. Proposer must submit all required documents and proposal to the Embassy no later than the deadline.
B. Proposer must be based within Phnom Penh.
C. Proposer must have valid license or certificate to provide security service by the appropriate authorities.
8. Required Documents
A) Proposer Application Form – Appendix 1.
B) Bidding Price Proposal - Appendix 2.
C) Certificate of Incorporation and Certificate of Tax Registration
D) 2025 Patent Tax, mentioned main business activity, and Receipts for tax payments in the last 6 months
E) National Social Security Fund (NSSF) and Receipts for payment in the last 6 months
F) Proof of Security Services Provided to a Client (including copy of contract and contact number of the person in charge)
G) Proposal and Plan for Security Services – Free form
H) Memorandum of Contract Deposit Payment – Appendix 3.
I) Proof of Creditworthiness (Certificate of Employment for Korean or who can communicate in Korean, or TOPIK Level 5) – optional
J) Confidentiality Agreement – Appendix 4.
9. Notice
Submission of a proposal shall be considered as accepting all the terms set forth in this Request for Proposal. All expenses incurred in order to prepare the proposal documents shall be borne by the Proposer. All the proposals that have been submitted shall become the sole property of the Embassy.
In order to be considered responsive to the solicitation, the firm’s proposal should fully conform in all material respects to the solicitation and all of its requirements, including all form and substance. Proposals deemed to be non-responsive shall be removed from further consideration. Firms submitting an incomplete response may be contacted shortly after proposal in an effort to make the proposal complete. Early submission of proposals is encouraged.
