- Korea Reaffirms its Commitment to Development Effectiveness at the GPEDC High-Level Dialogue (HLD) -
Vice Minister of Foreign Affairs Kim Jina participated in the High-Level Dialogue of the Global Partnership for Effective Development Co-operation (GPEDC*), held virtually on October 6, 2026.
* Global Partnership for Effective Development Co-operation: The GPEDC is an inclusive platform that monitors the implementation of development effectiveness principles and promotes knowledge-sharing in this area. It was established in 2012 following the outcome document adopted at the 2011 Busan High-Level Forum on Aid Effectiveness (HLF-4).
The meeting brought together senior officials and development leaders, including Sierra Leone’s Minister of Planning and Economic Development Kenyeh Barlay, UN Deputy Secretary-General Amina J. Mohammed, and OECD Development Assistance Committee (DAC) Chair Carsten Staur. Participants discussed how countries and development partners can work together to improve development effectiveness in a rapidly changing global development landscape.
* The HLD discussed the key findings of the 2026 Progress Report on Development Effectiveness, ways to strengthen links among development cooperation frameworks at the national, regional and global levels, and priorities for advancing development effectiveness towards 2030.
Vice Minister Kim stressed that, as development resources become more limited and more actors take part in development co-operation, it is essential to work together, make the most of each other’s strengths and deliver better development results.
She also emphasized that the development effectiveness principles* agreed in Busan in 2011 should continue to evolve to reflect the changing development landscape. She called for stronger cooperation among development partners, guided by partner countries’ priorities and focused on achieving shared results.
* Core Principles of Development Effectiveness: ▲Country Ownership ▲Focus on Results ▲Inclusive Partnerships ▲Transparency and Mutual Accountability
Vice Minister Kim further shared Korea’s efforts to make its own development cooperation more effective. The Korean government is working to consolidate grant aid programs under the Korea International Cooperation Agency (KOICA). This reform aims to reduce fragmentation, better align its development efforts with strategic priorities, and deliver greater development impact in partner countries.
Korea will continue to work closely with the GPEDC and other international partners to ensure that limited resources are used more effectively and deliver meaningful results for people and communities around the world.
