Outcome of Korea-China Foreign Ministers’ Meeting

1. Minister of Foreign Affairs Chung Eui-yong had a meeting and luncheon with State Councilor and Minister of Foreign Affairs of China Wang Yi on September 15, and exchanged views on issues of mutual interest, including Korea-China bilateral relations, the Korean Peninsula issues, and regional and global affairs.

 


2. The two Foreign Ministers noted that they are continuing close communication with each other, following telephone conversations on February 16 and June 9, and a meeting on April 3 in Xiamen, China. They agreed to strengthen high–level strategic communication between the two countries such as maintaining exchanges between the two Foreign Ministers on a regular basis through various methods, including face-to-face and non-face-to-face ones.

 

° The two sides reaffirmed their consensus on carrying out Chinese President Xi Jinping’s visit to Korea when the COVID-19 situations are stabilized and conditions are created.

 

° The two sides agreed to actively make efforts to promote inter-parliamentary exchanges, to hold a vice foreign ministerial strategic dialogue and a foreign policy and security dialogue (2+2) within this year, and to hold bilateral consultations in various fields, including Korea-China Joint Economic Committee, Dialogue on Maritime Cooperation, and Meeting of Directors-General for Consular Affairs, as soon as possible.

 

3. The two Foreign Ministers welcomed successful launch of the Committee for the Future-Oriented Development of Korea-China Relations on August 24, the 29th anniversary of the establishment of diplomatic relations between the two countries. They noted with appreciation that they agreed on and announced specific implementation plans, including adoption of the project list and logo and appointment of ambassadors, for the Year of Korea-China Cultural Exchanges (2021-2022), which was declared by the leaders of the two countries, by holding a meeting of the Korea-China committee for the promotion of people-to-people exchanges on the occasion of State Councilor Wang’s visit to Korea.

 

° The two Foreign Ministers, through the Committee for the Future-Oriented Development of Korea-China Relations and the Year of Korea-China Cultural Exchanges (2021-2022), agreed to make joint efforts to promote future-oriented development of bilateral relations, as well as mutual understanding and friendly sentiment between the two peoples by expanding cultural exchanges between the two countries.

 

° Foreign Minister Chung asked for China's cooperation in promoting bilateral exchanges and cooperation in the cultural content fields such as games, movies, broadcasting, and K-pop. State Councilor Wang mentioned that he is well aware of Korea's interests and that the two sides should continue to communicate on possible ways of cooperation.

 

4. The two Foreign Ministers agreed that strengthening substantive cooperation in areas like economy, environment and history is crucial in promoting Korea-China relations, and agreed to pursue a range of forms of cooperation in such areas.

 

° The two Foreign Ministers agreed to deepen economic cooperation between the two countries by adopting the "Korea-China Joint Plan for Economic Cooperation (2021-2025)" within this year, which will present a blueprint for economic cooperation for the next five years.

 

° Recognizing that air pollution problems such as fine dust are directly related to the health and quality of life of the people of both countries, the two Foreign Ministers agreed to accelerate efforts to solve the problems between the two sides, and to establish a "Post-Yellow Sea Large Marine Ecosystem (YSLME) system" as soon as possible to preserve marine environmental resources.

 

° Noting the successful hosting of the 8th transfer ceremony for the remains of Chinese soldiers on September 2, the two Foreign Ministers agreed to continue such cooperative projects from the humanitarian perspective for promoting friendship between the two countries. In addition, the two Foreign Ministers agreed to continue communication and cooperation between the two countries on historical issues, including preservation and management of the historic sites of the Korean independence movement in China.

 

5. The two Foreign Ministers noted that the two sides have been cooperating closely to promote people-to-people exchanges under the COVID-19 situation, and agreed to strengthen cooperation in the health and disease control fields and actively seek ways to promote people-to-people exchanges.

 

° Foreign Minister Chung noted with appreciation China's participation and support for the "Northeast Asia Cooperation for Health Security" initiative and hoped for China's continued cooperation in institutionalizing the initiative and expanding the participating countries, and State Councilor Wang expressed his active support for the implementation of the initiative.

 


6. The two Foreign Ministers shared the view on the urgency of resolving the North Korean nuclear issues, and agreed to maintain close cooperation for early reinvigoration of the Korean Peninsula Peace Process.

 

° The two sides agreed that stable management of the situation on the Korean Peninsula is important for both Korea and China, and exchanged views on various ways of cooperation for an early resumption of dialogue with the Democratic People’s Republic of Korea (DPRK).

 

° In addition, the two sides, taking into consideration epidemics prevention under the COVID-19 situation and the needs of people in the DPRK, agreed to continue to seek possible engagement with the DPRK, including humanitarian aids.

 

° The Chinese side expressed consistent support for the Korean government’s effort in promoting inter-Korean relations, and for prompt resumption of inter-Korean dialogue and cooperation, and expressed its will to play a constructive role in peace and stability on the Korean Peninsula and in the region.

 

° The two Foreign Ministers also agreed to continue close communication on the Korean Peninsula issues at various levels, and hold in-person consultation between Korean and Chinese Chief Negotiators for the North Korean Nuclear Issue in the near future as a follow-up consultation to this meeting.

 

° They shared their assessment on the missile launches by the DPRK, and affirmed that such actions are not helpful to improve inter-Korean relations.

 

° State Councilor Wang emphasized that relevant countries should refrain from taking unilateral military actions in order not to result in vicious cycle in the situation on the Korean Peninsula.

 

7. The two Foreign Ministers also exchanged opinions on regional and global affairs.

 

° Foreign Minister Chung hoped to further advance regional and international cooperation based on openness, inclusiveness, and transparency in responding to internal and external challenges in the region, while expecting a stable development of U.S.-China relations through cooperation between the U.S. and China. The two Foreign Ministers agreed to work for an early entry into force of the Regional Comprehensive Economic Partnership (RCEP).

 

8. The Korea-China Foreign Ministers’ meeting, which was held ahead of the 30th anniversary of the establishment of Korea-China diplomatic relations next year, is expected to serve as an important opportunity to contribute to the future-oriented development of bilateral relations and the enrichment of the Korea-China strategic cooperative partnership.
