A warm welcome to the 5th Busan Global Partnership Forum.  

Launched in 2014, the Busan Forum marks the fifth gathering this year.  It is inspiring to see the Forum garners wider participation every time.

Seven years have passed since the establishment of the Global Partnership for Effective Development Cooperation in 2012. Since then, there have been remarkable shifts in the development landscape. We now have in place the 2030 Agenda for Sustainable Development, more ambitious in goal and more comprehensive in scope than ever. And the Addis Ababa Action Agenda, the  new global framework for financing sustainable development, which is another tremendous stride forward.

Four years into the 2030 Agenda, however, we are not where we need to be.  The reality we have to wake up to is that at the current rate of investment, it will be impossible to achieve the SDGs by 2030.  We face an annual gap of 2.5 trillion US dollars for the realization of sustainable development in developing countries alone. 

However, Official Development Assistance, ODA, has been stagnant over the past few decades. On the other hand, new and emerging donors are playing far more active roles in development cooperation.  Moreover, private sector engagement has become the new normal - not just in terms of mobilizing more finance but also sustaining the long-term impact for development.  Harnessing the potential of these non-traditional actors is imperative.

Distinguished Participants,

Against this backdrop, there is a pressing call to revitalize the Global Partnership for Effective Development Cooperation.  It needs to have greater relevance for the SDGs.

On multiple occasions this year, we have looked back on the path the world has travelled in the journey toward the SDGs.  We have taken stock of the progress made. We have given thought to the challenges faced.  And in doing so we have placed a focus on such issues as South-South cooperation and development finance.  Building on these discussions, this year’s Busan Forum is well placed to inspire new conversations ? new conversations on how development effectiveness can truly play a more decisive part in making the SDGs not simply an aspiration but indeed a reality.

In the two days of discussion, there are a number of elements which demand our special attention.  Private sector engagement.  South-South cooperation and triangular cooperation.  And the monitoring of development effectiveness.  As an open space where various stakeholders can freely share their insights and wisdom, the Busan Forum will hopefully enable us to gain a renewed sense of determination to strengthen the impact of development cooperation.

Distinguished Participants,

As we put our thoughts together in pursuit of refreshing the Global Partnership for Effective Development Cooperation, let us not forget that its inclusiveness and multi-stakeholder nature is its key strength.  Let us constantly strive to be much more inclusive and pragmatic.

In this regard, I would like to emphasize two particular areas in which I think the Global Partnership for Effective Development Cooperation needs to redouble its efforts.  First, the Global Partnership needs to play a stronger role in facilitating dialogues with new and emerging donors.  The Korea-hosted Busan Global Partnership Forum and various other Global Partnership Initiatives can serve as key channels for engaging new and emerging actors.  Indeed, this year, there is a special session dedicated to the outreach issue.  And we are very much looking forward to learning from the insights of speakers from China, India and Brazil.

Secondly, the Global Partnership needs to support partner countries to help enhance their data and statistical capacity by fully drawing upon its monitoring framework.  The Global Partnership needs to render more effective support to partner countries to better assess the effectiveness of development cooperation.  This is important in ensuring real impact as we move further toward the SDGs.  Effective monitoring allows for informed decision-making on sustainable development.  For its part, Korea will explore the possibilities for aligning the KOICA-hosted Learning and Acceleration Program, or LAP with specific country needs in the area of SDG data and monitoring.  In an effort to secure a better synergy with the Forum, Korea will host the LAP in the same year with the Forum, starting from 2021.

Distinguished Participants,

Korea attaches significant importance to the Global Partnership for Effective Development Cooperation. Korea has a sense of obligation to revitalize the Global Partnership as Korea played a crucial role in making a paradigm shift from aid effectiveness to development effectiveness by hosting the Fourth High- Level Forum on Aid Effectiveness in Busan in 2011.  That led Korea to rejoin the GPEDC Steering Committee last August.  And we are hosting the Steering Committee meeting back to back with the Busan Forum in Seoul.  As a Steering Committee member, Korea is keen to strengthen its contribution to increasing the relevance of the Global Partnership for SDG implementation.

As I close, I would like to express my gratitude to the UNDP Seoul Policy Center and the OECD-UNDP Joint Support Team for their invaluable assistance in the preparations of this Forum.  My deep appreciation also goes to Dr. Deb Bhattacharya, Distinguished Fellow at the Center for Policy Dialogue.  We are very much looking forward to hearing his keynote speech.  And my sincere thanks go, of course, to the Steering Committee members here today.

Lastly, I would like to express my heartfelt appreciation to all of you - the ambassadors, moderators, speakers and other experts - for blessing this meaningful event with your presence.  Your continued support for this Busan Forum and for the work of the Global Partnership will be the driving force for our efforts on the path ahead. 제5차 부산글로벌파트너십 포럼에 오신 것을 환영합니다.

2014년 출범 이후, 올해로 부산글로벌파트너십 포럼이 제5차를 맞이하게 되었습니다. 매번 관심과 참석이 확대되고 있어 기쁩니다.

2012년 「효과적인 개발협력을 위한 글로벌파트너십(GPEDC)」 설립 이래 7년이라는 시간이 흘렀습니다. 그간 국제개발환경에는 괄목할만한 변화들이 있었습니다. 유례없이 야심차고 포괄적인 「2030 지속가능발전의제」와 지속가능한 발전을 위한 새로운 글로벌 재정지원 체제인 「아디스아바바행동의제」가 채택되었습니다.

2030 의제 출범 이후 4년이 지났지만 성과는 아직 저조합니다. 지금 추세대로라면 2030년까지 지속가능발전목표(SDGs)를 달성할 수 없다는 전망입니다. 지속가능한 발전을 달성하기 위해서는 개발도상국에서만 연간 2.5조불이 추가적으로 필요한 상황입니다.

그러나 지난 수십 년간 공적개발원조(ODA) 규모는 정체되어왔습니다. 반면 새로운 공여자들이 개발협력 분야에서 훨씬 더 활발하게 활동하고 있습니다. 재원을 늘리고 개발의 효과도 오래 지속하기 위한 목적으로 민간기업과의 협력도 일반화되었습니다. 이러한 비전통적인 주체들의 잠재력이 충분히 발현되어야 합니다.

참석자 여러분,

이같이 새로운 환경에서는 GPEDC에게도 새로운 활력이 필요합니다. GPEDC가 SDGs 달성에 기여할 수 있도록 재정비되어야 합니다.

SDGs 이행 성과와 도전 과제를 점검하기 위한 여러 국제회의가 올해 개최되었습니다. 그 과정에서 특히 남남협력, 개발재원 등의 사안이 중점적으로 검토되었습니다. 이러한 여러 논의에 기반하여 올해 부산글로벌파트너십 포럼은 개발효과성이 어떻게 SDGs 달성을 현실화하는 데 기여할 수 있을지에 초점을 두고 논의를 가질 것입니다.

이틀간 개최되는 포럼에서는 민간부문과의 협력, 남남 및 삼각협력, 개발효과성 모니터링이라는 주제가 다뤄질 것입니다. 다양한 주체들이 자유롭게 의견과 지혜를 공유할 수 있는 열린 공간으로서 이번 포럼은 개발협력의 효과를 강화하기 위한 우리의 의지를 새롭게 할 것입니다.

​참석자 여러분,

GPEDC 개선 방안에 대해 우리가 머리를 맞대는 동안 GPEDC의 최대 강점이 그 포용성과 다주체 협력체제에 있다는 점을 기억했으면 합니다. 우리는 훨씬 더 포용적이고, 실용적이 되도록 꾸준히 노력해야 합니다.

이러한 점에서 GPEDC가 주목해야 하는 두 가지를 강조하고자 합니다. 첫째, GPEDC는 신흥 공여자와의 대화를 보다 강력히 촉진해야 합니다. 한국이 주최하는 부산글로벌파트너십 포럼과 GPEDC 산하 여타 다양한 이니셔티브들이 주요 수단으로 활용될 수 있겠습니다. 올해 포럼에 중국, 인도, 브라질 토론자의 의견을 들을 수 있는 특별 세션을 마련한 것도 이러한 배경입니다.

둘째, GPEDC는 자체 모니터링 체계를 최대한 활용하여 협력국의 데이터 및 통계 역량이 강화될 수 있도록 지원해야 합니다. GPEDC는 협력국들이 개발협력의 효과성을 보다 잘 평가할 수 있도록 효과적인 지원을 제공해야 합니다. 이는 SDGs 이행 성과를 진전시키는 데 큰 도움이 될 것입니다. 지속가능한 발전을 달성하기 위한 올바른 정책 결정은 효과적인 모니터링에 기반하기 때문입니다. 한국은 한국국제협력단(KOICA)이 주관하는 연수 프로그램(LAP)이 SDG 데이터 및 모니터링 분야 수요를 반영할 수 있도록 노력하겠습니다. 부산글로벌파트너십 포럼과 연수 프로그램간 시너지를 강화하기 위해 한국은 2021년부터 포럼과 연수 프로그램을 같은 해에 개최할 것입니다.

참석자 여러분,

한국은 GPEDC에 대해 각별한 관심을 가지고 있습니다. 2011년 부산 세계개발원조 총회를 주최하여 원조효과성에서 개발효과성으로 패러다임을 전환시키는 데 핵심적인 역할을 했기 때문에 GPEDC를 새로이 활성화시켜야 한다는 의무감을 느낍니다. 그래서 한국은 지난 8월 GPEDC 운영위원회에 다시 참여하기로 결정하고, 이번 포럼과 연이어 서울에서 GPEDC 운영위원회 회의를 개최합니다. 운영위원회 일원으로서 한국은 GPEDC가 SDGs 이행에 보다 더 기여할 수 있도록 노력하겠습니다. 

말씀을 맺기 전, 이번 포럼 준비를 지원해주신 유엔개발계획(UNDP) 서울정책센터와 경제협력개발기구(OECD)-UNDP 공동지원팀에게 감사를 표합니다. 기조연설을 맡으신 정책대화센터(Center for Policy Dialogue)의 Deb Bhattacharya 박사님께도 깊은 감사를 드립니다. 오늘 함께 해주신 GPEDC 운영위원회 위원들께도 감사드립니다.

마지막으로 이 자리에 함께 해주신 여러분 모두에게 진심으로 감사 인사를 드립니다. 부산 글로벌파트너십 포럼과 GPEDC의 활동에 대한 여러분의 지속적인 관심과 지원이 앞으로의 여정과 노력에 원동력이 될 것입니다. 감사합니다.
