2019 UN Peacekeeping Ministerial

Mr. Secretary-General,

Mr. Lacroix,

Ministers,

Excellencies,

I would like to begin by paying tribute to all the UN peacekeepers and civilian staff serving in difficult and often dangerous environments, especially those who lives have been sacrificed in the line of duty. I would also like to commend the Secretary-General for his leadership in mobilizing an unprecedented level of political commitment towards achieving safer and stronger peacekeeping through his Action for Peacekeeping initiative.

The Republic of Korea is redoubling our efforts in translating this commitment into concrete action, especially in the areas of training, capabilities, and gender equality.

First, as a contributor of some 650 troops and police to different missions worldwide, we pledge to host one of the UN’s training courses each year between 2020 and 2024. Today’s missions are asked to deliver complex mandates under challenging and volatile conditions, and training is key to ensuring the safety and effectiveness of peacekeepers. To this end, we hosted a Training of Trainers Course last year, and we are planning to host a Senior Mission Leaders’ Course later this year.

Second, my government pledges to provide all-terrain, mine-resistant vehicles, in collaboration with the United Nations and the African Union, to support peacekeeping in Africa. We hope this will not only enhance protection and mobility for peacekeepers, but also help improve partnership with regional organizations. More robust personnel protection and increased mobility are essential for peacekeepers who operate in remote, high-risk environments. We hope that this will also strengthen the partnership among the UN, regional organizations and the TCC/PCCs to improve operational effectiveness on the ground.

The Republic of Korea had a valuable experience of successful collaboration with the African Union and the Malian government when we deployed a level II mobile hospital in Mali last year. Mali and the Sahel region continue to suffer from the spiral of violence and worsening humanitarian situation, as so painfully demonstrated in the recent horrific violence in Mopti. I hope that this hospital will contribute to enhancing Africa’s peacekeeping capacity as well as to winning the hearts and minds of the local population.

Third, the Republic of Korea will continue to deliver on the Women, Peace and Security agenda. We believe that gender equality in peacekeeping not only is a goal in itself but also enhances the operational effectiveness of each mission. As of 2019, we filled approximately 17 per cent of our staff officer and observer positions with women, exceeding the previous UN target of 15 per cent. We seek to set the bar even higher to reach the new target of 25 per cent by 2028, in line with the UN’s Uniformed Gender Parity Strategy.

From its inception, this Peacekeeping Ministerial has been instrumental in generating tangible pledges to close capacity gaps in peacekeeping. I am therefore pleased to announce that my government will host the next Peacekeeping Ministerial in 2020 or 2021. The Republic of Korea has joined the top ten financial contributors to the UN peacekeeping budget, and that comes with a greater sense of responsibility for the successful delivery of peacekeeping mandates, as well as their operational effectiveness and efficiency. With the active support of our friends and partners, we will prepare for the next Ministerial to be as successful and fruitful as our gathering today.

그리고 귀빈 여러분,

먼저, 어렵고 위험한 환경에서 복무하고 있는 모든 평화유지요원들과 민간인 직원들, 특히 임무 수행 중에 희생당하신 분들께 경의를 표합니다. 또한, 평화유지활동을 보다 안전하고 강하게 만들기 위해 “평화유지구상”(Action for Peacekeeping Initiative)을 통해 정치적인 의지를 결집하신 사무총장님의 지도력에 찬사를 보냅니다.

대한민국은 이러한 정치적인 의지를 구체적인 행동으로 이끌어 내기 위한 노력을 배가하고 있으며, 특히 평화유지활동에 대한 훈련, 역량, 그리고 양성 평등 분야에 노력을 집중하고 있습니다.

첫째로, 대한민국은 650여명의 군·경 병력을 파견하고 있는 공여국으로서, 2020년부터 2024년까지 매년 한 건의 유엔 훈련과정을 국내에서 개최하고자 합니다. 오늘날의 평화유지 임무단은 도전적이고 불안정한 환경 하에서 복잡한 임무를 수행해야 하며, 이 때문에 훈련은 평화유지요원의 안전과 효과성을 보장하는 데 있어 핵심적입니다. 우리나라는 이에 지난해 유엔의 ‘교관 훈련 과정’을 개최한 바 있으며, 금년에는 ‘임무단 고위직 과정’을 개최할 계획입니다.

둘째로, 우리 정부는 아프리카 지역의 평화유지활동을 지원하기 위해 유엔 및 아프리카연합과 협력하여, 전천후 지뢰 방호 차량을 제공할 것입니다. 우리는 이러한 기여가 평화유지요원의 안전과 기동성을 향상시키고 나아가 지역기구들과의 파트너십을 강화하는 데 도움이 되기를 바랍니다. 외지고 위험한 환경에서 임무를 수행해야 하는 평화유지요원들에게 개인 방호 능력과 기동성 향상은 매우 중요합니다. 또한, 유엔, 지역기구, 병력공여국들간 파트너십을 강화함으로써 현장에서의 작전 효과성이 한층 제고될 것입니다.

대한민국은 지난해 아프리카연합 및 말리 정부와 성공적인 협력을 통해 아프리카 말리에 레벨2급 이동식 병원을 지원한 바 있으며, 이는 값진 협력 경험입니다. 말리와 사헬 지역은 폭력의 소용돌이 속에서 인도주의적 상황이 계속 악화되고 있습니다. 최근 말리 몹티 지역에서 발생한 끔찍한 폭력사태는 이를 너무나도 고통스럽게 보여주고 있습니다. 말리에 지원된 병원이 아프리카의 평화유지 역량을 강할 뿐만 아니라 현지 주민들의 마음을 얻는 데에 기여하기를 바랍니다.

셋째로, 대한민국은 여성·평화·안보 의제를 지속적으로 이행해 나갈 것입니다. 우리는 양성평등이 그 자체로 목표일뿐만 아니라 평화유지 임무단의 작전 효과성도 강화한다고 생각합니다. 2019년을 기준으로, 우리 정부가 파견중인 평화유지 참모장교 및 군사 옵서버 가운데 17%가 여군이며, 이 수치는 유엔의 과거 목표치인 15%를 넘어선 것입니다. 우리는 이제 유엔의 새로운 ‘병력 양성평등 전략’에 따라, 2028년까지 여성의 참모장교 및 옵서버 파견 비율 25%를 달성하기 위해 더욱 노력할 것입니다.

‘유엔 평화유지 장관회의’는 출범 이래 평화유지활동에 있어 실질적 기여 공약을 도출해 내는 데 있어 중요한 역할을 담당해 왔습니다. 이 때문에 오늘 이 자리에서 우리정부가 2020년 또는 2021년 차기 ‘유엔 평화유지 장관회의’를 개최할 예정임을 발표하게 되어 기쁘게 생각합니다. 대한민국은 유엔 평화유지 예산의 10대 재정공여국에 진입하였으며, 이는 우리나라가 성공적이고, 효과적이며, 효율적인 평화유지활동을 만들어 가는 데 있어 보다 큰 책임감을 느끼게 되었다는 것을 의미합니다. 우리는 우방국들의 적극적인 지원하에, 차기 장관회의가 오늘 이 회의만큼이나 성공적이고 유익한 자리가 될 수 있도록 준비해 나가겠습니다.
