1. The First Committee of the 74th session of the United Nations (UN) General Assembly adopted the resolution titled “Youth, Disarmament and Non-Proliferation,” which was drafted by the Republic of Korea (ROK), by consensus on the afternoon of November 6, New York time.

2. It is the first resolution that the ROK has proposed as the sole main sponsor to the First Committee, which is in charge of practical discussions on disarmament and international security at the UN General Assembly, since its accession to the UN. In the resolution, the General Assembly encourages participation of young people in discussions on disarmament and non-proliferation, calls upon countries and international organizations to consider developing relevant policies and programmes for youth engagement, and stresses the importance of education and capacity-building of the young people in the area.

3. This resolution, co-sponsored by 84 countries, is well received by the disarmament community and is seen to have identified an area where cooperation can take place amid the trend of decreasing consensus on previously non-controversial issues. (Percentage of the resolutions adopted by consensus in the First Committee decreased from 48% in 2017 to 17% in 2018).

° In addition, the resolution is expected to help further bolster diversity and sustainability of discussions on disarmament and non-proliferation through participation of youth, who are often considered as the future leaders and key agents for social change.

4. The resolution will be proposed once again at the 76th session of the UN General Assembly in 2021 to take stock of the progress. The ROK government plans to carry out various projects step by step to further encourage youth engagement and participation in the field of disarmament and non-proliferation.
