ROK Provided US$2.2 billion of ODA in 2017, 15th Largest among DAC Member States

[Summary of the OECD Report]

 

1. On April 9, Paris time, the Organisation for Economic Co-operation and Development (OECD) announced its preliminary statistics of official development assistance (ODA) in the year 2017 from the member states of the OECD’s Development Assistance Committee (DAC).

 

Final statistics for ODA in 2017 will be released in the second half of 2018 (OECD).

 

o The combined amount of the ODA from the DAC member states stood at $146.6 billion, up 1.1% (increase rate in real terms 0.6%) from $145 billion in the year 2016.

 

o The average ODA/GNI ratio of the DAC member states was 0.31%, a 0.01% point decrease from 0.32% in 2016.

2. Among the 29 member states of the DAC, 14 countries increased their ODA, while 15 countries, including the Republic of Korea, saw a decrease.

 

o Big declines in some major countries’ ODA are attributed to drops in in-donor refugee costs (Switzerland, Norway, etc.), as well as decreases in multilateral assistance (Australia, etc.).

 

3. The ROK’s ODA in 2017, the 15th largest among the DAC member states in the year, stood at $2.2 billion, down 1.8% (rate of increase in real terms 6.5%) from the $2.25 billion in the year 2016 (16th largest in 2016).

 

o The ROK’s total ODA in 2017 decreased despite an increase in bilateral assistance (4.5%, $1.62 billion) from the year 2016 due to a big drop in multilateral assistance (15.9%, $590 million) caused by its contribution made to the Asian Infrastructure Investment Bank (AIIB) once in 2017 as planned (twice in 2016).

 

o The ROK’s ODA/GNI (Gross National Income) ratio was 0.14%, a 0.02% point decrease from the previous year.

4. The ROK’s ODA in 2017 consisted of bilateral assistance of $1.62 billion (73%) and multilateral assistance of $590 million (27%).

5. Of the bilateral assistance, the grants stood at $1.04 billion (up 5.1% from the year 2016), with the concessional loans amounting to $580 million (up 3.4% from the previous year).

 

o By region, the ROK provided 50.2% of its bilateral assistance to Asia, 24.4% to Africa, and 10.7% to Latin America.

 

o By sector, the ROK channeled 76.7 percent of its bilateral assistance into the area of social infrastructure, including healthcare ($386 million) and education ($227 million), as well as the area of economic infrastructure, including transportation and logistics ($832 million), and energy ($115 million).

 

6. For multilateral assistance, the ROK contributed $590 million, down 15.9% from the previous year.

 

o The ROK’s contributions to the World Bank ($1.11 million), Regional Development Banks($102.41 million)*, and other multilateral organizations ($8.61 million) decreased.

 

* The ROK’s contributions to the AIIB will be made five times on an installment basis from 2016 to 2019 (twice in 2016, once a year from 2017 to 2019). Its contribution in 2017 decreased by $150 million from the year 2016.
