1. The 5th Policy Consultation Meeting between Korea and Brazil took place in Brasilia on the 4th of October
2005.
2. The ROK delegation was headed by Ambassador Han Tae-Kyu, Chancellor of the Institute for Foreign
Affairs and National Security, and the Brazilian delegation was headed by Ambassador Pedro Motta Pinto
Coelho, Political Undersecretary-General for Africa, Asia/Oceania and the Middle East. The working
programme covered bilateral, regional and multilateral issues.
3. On the bilateral level, discussions focused on the follow-up of the main issues examined during the visit
of President Lula da Silva to Seoul in May 2005. In particular, issues regarding infrastructure, natural
resources, science and technology as well as bilateral trade were examined. Accordingly, both delegations
agreed to hold the first meeting of the Committee on Agricultural Co-operation and to end the negotiations
for the signature of the Memorandum of Understanding for the establishment of a centre for digital
technology in Brazil.
4. Both delegations expressed their satisfaction with the recent evolution of the bilateral trade, which almost
reached US$ 4 billion in 2004, and stressed their expectation that it may continue to expand and diversify.
5. They reaffirmed their interest in concluding, until may 2006, the ROK-Mercosur Trade Agreement Impact
Joint Study, and in carrying out the first meeting of the Korea-Brazil Forum, in Brazil, in the near future, still in
2005.
6. Concerning regional issues, the ROK delegation explained the progress made at the recent Six-Party
Talks. The Brazilian delegation expressed its expectation that this process may conduct to lasting peace on
the Korean Peninsula.
7. In reaffirming their support to the strengthening of multilateralism, both delegations stressed the
necessity of reforming the United Nations system and its Security Council, so that it may reflect, with greater
efficiency, representativity and credibility, the new international order.
8. The ROK delegation recognized the efforts carried out by the Brazilian government on environmental
issues and, in particular, referred to the 8th Conference of the Parties of the Convention on Biological
Diversity and the 3rd Meeting of the Parties of the Cartagena Protocol on Biosafety, both to take place in
Curitiba in 2006.
