Vice Foreign Minister Cho Meets with UN Special Rapporteur on Human Rights in DPRK

1. Vice Foreign Minister Cho Hyun met with UN Special Rapporteur on human rights in the Democratic People’s Republic of Korea (DPRK, North Korea) Ojea Quintana on December 11 for a discussion on ways to work with the UN and the rest of the international community to improve the grave human rights situation in North Korea.

2. Vice Minister Cho extended appreciation to the Special Rapporteur and other UN human rights mechanisms for gathering and sharing information on the severe human rights situation in North Korea and exploring ways for the international community to work together in that regard. He particularly noted that the Republic of Korea is paying attention to the Special Rapporteur’s balanced approach between engagement and pressure, adding that the government will remain highly cooperative in that respect.

3. Special Rapporteur Quintana stressed that given limited information on the human rights situation in North Korea and the particular difficulty in gathering up-to-date information, it was important to visit the ROK; highlighted the need to take a balanced approach in consideration of the grave security situation on the Korean Peninsula; and commended the ROK government over its decision to provide humanitarian assistance to the North in view of the serious humanitarian situation facing the North’s vulnerable brackets.

4. The purpose of Special Rapporteur Quintana’s third visit to the ROK after he took up the post in August 2016 is to gather information necessary for writing a report that will be submitted to the UN Human Rights Council in February 2018.

° During his visit to the ROK from December 11 till 14, the Special Rapporteur will meet with officials of such government agencies as the Ministry of Foreign Affairs, the Ministry of Unification and the Supreme Court, as well as North Korean defectors and members of civil society; and hold a press conference at the Press Center, Seoul, at 2:30 pm, December 14.
